Judge Thomas told the white men, in a speech here in Golds boro, that he was opposed to Civil Rights in the new Constitution to be framed, if there should be the slightest show for success. When wa consider that a phy sician of unusual moral scrupulousness has just come forward in the London Lancet to show that undertakers are in the habit of paying EngPsh doctors a percentage on buriuls; this regulation of the "Peculiar People" may be thought not very peculiar. But with physicians they exclude also all medicines.
