Asheville Citizen." ' . ' THE INSANE ASYLUM. - The Board of Directors of this institu tion met on Wednesday last aud remained in session until Thursday evening. . Tne following members were present. Dr. E. Burke Haywood, Chairman, Dr J. T. Leach, Julius Lewis, A. M. McPJiee. ters, Dr. S. C. Ward, Rev. Dr. B. Craven, Col. Jas. G. Burr, Major C. Dowd, aud Col. J. S. Amis. The Superintendent's report was sub mitted, and one thousand copies ordered to be printed. The report of tlie Treasurer, E. B. Hav wood, was submitted, and adopted as satistactory. The special attention of the Board was called to the imperfect veutilation of the institution and the necessity of bavins it remedied, as the health aud comfort of the patients depended upon it. ur.eacli called the attention of the Board to the Constitution of North Caro hna, which requests the authorities of the Asylum to receive aud care for the insane oi tne Mate, both indigent aud otherwise free of charge, aud suff-rested that the ! ought to be ehanged iu this respect and oniy tne tormer provided for at the ex pense of the State. He also suggested a memorial to the Legislature on the sub ject. The Senators who were present, twenty-nine in all, voted uuani mously for Hampton, including the Re publicans: and the members of the House with two exceptions, Miller aud Simmons, colored, from Beaufort, w ho - voted for Mackey. The scene in the Honso was 'quite im pressive. A, letter was read from Hamp ton, which said he was not a candidate, but that the)ruce was neither to be sondit nor declined. THE AFGHAN TROUBLE.
