Mr. Blaine, Secretary of State, has written a letter of instruction to out ministers ill Europe on the subject of tht proposed Panama Canal, and the talket oi joint guarantee to ue nmie to tuc. U. It is shown that. our government made a treaty with New Genada in 184G guaranteeing the neutrality of auy caua or nuiroau mac might be constnictec: across the Isthmus, aud that thi govern ment will not allow European guarantees to obstruct her treaty 'engagements. The Monroe doctrine ii reaffirmed. The Rev. Lewis Rights preached in the Presbyterian church Sunday night last, to a very attentive congregation. He has been a minister of the Moravian church for more than CO years, aud has a charge at Kernersville, Forsyth couuty. ,He aud ms lady (she.a native) spent tho sprin ' time of life in this place and camp to visit Jhe friends, and the cherished scenes of youth. His constituents are manu facturers aud it wll be to, their interest toetain the present tariff on foreign mer chandise, under 1 10 protection of chich they have so long prospered and still continue to grow rich. If M;! We fear that Northern Demo crats will fail to sustain any change, how ever just to the Soiutli and West, that is likely to diminish their strength with the enriched manufacturersf the North and East. Johu Nichols, postmaster at Raleigh, of whom it was said he would be rcmev ed to make room for fhe displaced Hoi den, has gone to Washington to see about it. If President! Arthur would save trouble he will answer every such visitor with a prompt removal. We are pleased to understand that the third luiiiuul fair pf the coloied people, opens here to-day, I shows a great advance on those of -previous years. The secre tary, Joha H. Williamson, a colored man who is the editor of the Banner, iuforms us that the entries; are much more nu merous and finer than fon.ieilv, and that i the fair has drawn to its support many of the most intelligent aud prosperous of his race. A" very considerable number of fine eat ile are iu the stalls, some coming more than a hundred miles, from Meck lenburg county. Franklin, Granville and Durhuiu counties, as well as Wake, are well represented. The farm products, we understand, are highly c'-editable, -while' the live stock is particularly so. Nor -are ' the exhibits confined to these, but there is an excellent display within thebtuliiings. Gov. Jarvis, asGoveru.tr of ihe State, will bo upon the fair ground to-day at 12 o'clock. Wo congratulate our colored citizens on the improvement that is man ifested in their industrial condition bv this exhibition, and we wish that they may continue to prosper ana avail, ttiein selves of all nieaus1 to improve, their situ ation. J The white people of tho State recog nize that there is a mutual boud of. inter crest established between the two races, that all the citizens of our great common wealth are depeudent on each other, and that one class of our people cannot pros per without the whole body Jieiug bene fitted by it. They therefore wish our colored people well, and gladly see such evidences of thrift and progress among them as this industrial fair presents. Wilmington Star A 3Iiniatura Electric Lamp. The electrodes, or carbon points are only one-tenth of au inch in diame ter, the object being to obtain the highest attainable intensity within the smallest possible space.
