Our couuty is io debt and it will bo a long time before the debt can ba paid notwithstanding the good management of the board of Commissioners ; and the creditors of the county have a right to te considered. A special term lusting several 'weeks or oen one week would cost the county a good sum of niouey which would have to be paid 'id cash. The judge would bave to be paid, the juries woule have to be paid and other expenses iocideut to tbe machinery of tho court would bave to be paid, and all out of the county foods. There ara also many io conveniences, consequent upon a term of court at this time of the year. Peo ple are busily engaged in settling up or trying to settle up their business, and some might be caught as witnesses or jurors at the very time Unit there per gonal attention to business was re quired to enable them to make both ends meet. We do not know whether the civil dockets aro very large, or whether there aro many important rasas to ba tried. But we do know that special terms are usually expensive and often inconvenient to many, and the matter should be well considered be fore action is taken. Post Master General Key has re cently issued an order to Postmasters, directing them to forward to the dead letter office, all trtters that did not bave the county and State written on tbe envelopes. Va , Baltimore, Md , and New York" Tlm machinery above enumerated bv Mr. Harden cost", ns s'ated, $4 333 The enginp fixture, houses, Arc, will cost, sav $3,000 more total $7,500. He uses 300,000 pounds of seed cotton, which we believe yields one-third in lint, or 100,000 pounds, worth say ten cents, $10,000. This has to be bought in the seed, however, and therefore has to be purchased in the fall and btored awnv. The storage and insurance will be worth something, say $200, and there miM nescessarilv be money in hand to pnv for the cotton, say $10,000 which at 8 per cent, will cost $800, mukine $1,000 for these incidental expenses. The Cost of the hands enumerated by Mr. Harden, the wood, oil. repairs, keeping up mach inery. Ac. Ac wil amount to say $3,800. add the $1 000 interest, Ac, nnd $10,000 for the cotton, and we have $14,800 gross cxpeuses. Now what will the product pa; ? Three hundred pounds of yarn per day for three hundred days make ninety thousand pnu1 ds of yarn for the year, which Mr. Harden tells us sells fur six teen to seventeen cents say seventeen cents, realizing $15,300; add $1,000 for cotton seed for such is the estimate and we have J 16,300, the total possible income. This would give a profit of $1,500. This profit is to pay for the risk run in the enterprise and to pny the proprietor for his own services. Besides it is questionable whether three hundred thousand pounds of seed cotton will yiel-J uinety thousand pounds of yarn. Cotton suflers a very heavy loss in weinlit as the season advances, which is perhaps one of the causes why the sta ple is generally higher in the summer months than in tbe fall; and we do not know how many pounds of yarn three hundred thousand pounds of seed cotton will make. On the whole we apprehend that there is not a great deal of money in these Clement attachment ; but we earnestly hope that a fair tr'al may be made end that these neighborhood mills, as they may justly be termed, will soon pass from the field of experiment into the condition of proved feasibility and suc cess.
