THK Fl'Tl'ItK POTFEIt OF TIIK SOL I'll. Some of nnr kind friends t the Norih have been making merr over the anti cipatcd loss of political power which will overtake the South after 181. Our readers will recall thnt at the sessmn of Congress next succeeding each census, that body is required to make a new apportionment of membprs of Congress, allotting to each Sute such a numher of represeotatincs us its population j is tifies. In 1872 C oigre'S determined that 131,000 population should be entitled to ii rpprrsenlative. Oi this basis the present Congress has 293 members. The population of the Stites is now estimated at 48,000,000. In 1881 the ratio of representation wll probably be increased to ICO 00') This will give 300 members to the House of Representatives. Now we apprehend thut tbe South, il this be the basis, will not lose so mauv representatives as our Northern friends have supposed. The are 1G S'ltiei which we call Southern States. Their population is very near 17 000 000 The South will be entitled to 100 mem bers of Co'ire-s The New Kogland Stales with 3.(00,000 population will te ('.titled to 2J members of degress The States of Now Voik, New Ji-rsev and Pennsylvania, having about 10. 2.10,000 population, will have CI member-., and tho Western States, whos pop.jlaliou has increased to over 17 mi' lions, will have 107 members. Tliee (inures are, to be sure, conjectural. i l ey ure merely estimates. In iniving ut our result we start out wiih the fact that the Western Suites in 170 contained about 12,000 000 of peo ple. There have been 2,500,000 emi grants into the United States since that date, of whom at lea-t 2 000,000 have gone to the West. There has also been extensive emigration fi on) the New K gland and Middle States to the West, so that by immigration and natural increase we think the population ol the West, including Ohio, is ah.,t 17,000.000. In the next IIoiiso of Representatives the S oilh will then bo very nearly as strong s she is to-day. The New England States and the Middle States will lose somewhat, and in equal or greater mea sure than the South. Indeed the loss be more perceptible la New E igland than at the S uth. We have no South ern States that are re'rograding in po pulation; while both Maine and N"W Hampshire lost population in the decade between lsiil) and 1M70. While this will be the position of affairs in the House, the solid Pemncratic South will gain hereafter in the Senate at least by the substitution nf Pcmocratic Senators for Ruice and Kellogg. We will have thiily two Democratic Senators from the South, And thes'.' figures are liable to be increased by the admission of New Mexico as a State, and by the erection of l ew States within the present territo ry ol Texas And more than this, when we consider that a natural alliance exists between the West and the South, and that the ties that bind these two sections together are daily becomi .g s ronger, and our connection more irti mate, there does not seem to be any very great reason for the people of the Northeast to be making merry over the luture. ).ic thing is certain, what we hive been ;n the habit of calling "the North" will bo largely in the minority alter 18M. New England and the Middle States together will have twenty votes in the House less than the South, and fourteen votes less in the Senate This docs not look as if the S uth will be very weak iu tbe national councils nfler all. And ou the whole, if the Ninth cao be merry oer it, certainly the Snub can allord to view the resul with complacency. 1UI. Observer. MVIUI.K YlW.1l. Read what Pr.
