By act of General, Assembly, just adjourned, the port of Wilmington has been provided for with a more ed'octive quaran tine law. Wj quote from memory some of the new features as we have not seen the new bill since its ratification. The quarantine officer at Smithville is assisted by two consultants Chosen from themidical profession of Wilmington by the President of the State Board of Health. Dr. W- G. Curtis, the quarantine of ficer at Srnithviile, is well pleased, and believes it will afford security aud satisfac tion to the public. I The Legislature made an appropriation for the repair of the quarantine hospita1. The following, which we clip from the Savannah Recorder, is but an echo of the popular sentiment wherever Mr. McWade has appeared : To say that the appearance of Mr Ale Wade laet night, at our Theatre, as Rip Van Winkle, is to imply that a beautif u 1 work of dramatic art was set before the public. It is but just to Mr. McWade to say that his Rip is not a conception reduced to a common mechanism by long usage. He entered into the character heart and soul, and his speeches aud movements were full of cheery vivacity. Mr. McWade's natu ral gifts, as exemplified in Bip, are of the most pronounced order, while his art is of the best school. His manner of combin ing the gay and the pathetic almost in a single breath, is, perhaps, the most beau tiful phase of his art. Hs touch upon the spring of pathos, is firm and true. He is one of the most faithful and conscientious artists, leaving nothing undone to make a point wherever it is possible. His performonce last night was real end life-like It was the impersonation of nature that errs only through excess of goodness, ia sun-shining temperament that radiates drollery and comfort in the tender heart whioh almost breaks with contrition, in the simple, courageous frankness of the woodland wanderer, in the forlorn wistful humor of the man among the ghosts, in the abject, piteous, feeble, yet infinitely venerable age, which falters out its sad moral of the utter emptiness of life without love. The character of Rip Van Winkle represents not only beauty, love an t sympathy, but also drunkenness, moral degtedation and heartleasness. To witness the character of Rip Van Winkle, as was portrayed by Mr. Mo Wade last evening understanding what the ideal was that he embodied, was like breathing the sweet air of a forest grove in early autumn, in which birds twitter, and through which a braw'ing brook runs on in music.
