The Kaiei-in Observer was sold at pub lic auction in the city of Raleigh on Tues day last. It was purchased by Sjlr. J jh! C. Blake, for Mr. John Gatling and other creditors, tor $3,300. Mr. Solicitor Gallo way for tbe State and Messrs Kerr fc Kerr for the detense. Military Matter!. We.glean the following items of mili tary newafrom the columns of the Raleigh Observer'. The' question of a summer en campment is being discussed in the Sec ond Regiment, and it is probable that Wrightsvilie Sound will be chosen as the place. The First Regiment g'es to Beaufort about the 1st of August. Application ha been mad for the use of Fort Macon and the Hospital, which will amply accom modate the troops. The situation does not afford as much room for maneuvres as is desirable. j It is probable that a section of -.artillery will be sent to Salem or Greensboro. The unarmed companies of the Third Regiment Infantry will speedily be equipped, requisition having been made. There has been but little activity in the way of drills, etc, for the past fortnight. General complaints as to the inattentun of the State Legislature to the trjops ate heard, and the short sighted policy, or -rather lack of it, is everywheie condemn ed by them. Examination of Seaman- The Surgeon General of the U. S. Ma rine Hospital Service, wit . the approval of the Secretary ot the Treasury, has made the following rules regulating the examiua tion of seamen employed on Americau vessels, which will apply under the con ditions stated: To insure to such owuers of American vessels as desire the services of sound and healthy seamen, facilities for the proper physical examination of crews at all ports where medical aJicers of the Marine Hospital Sarvice are stationed, such offi cers will, upon the application of any U. S. Shipping Commissioner, or of auy master or i wner of any vessel e-jgaged in the foreign tra .e, or passenger steamer engaged in the coasting trade, examine physically any seaman or seamen, aud give a certificate as to their fitness or otherwise. The loss ot an arm or leg, defective vision, color blindness, epilepsy, mental Uisonndness, hernia, pilirf, fistula, vari cjse i veins, serious organic diseases, habitual drunkenness, the existence of vjenereal diseases, marked want of devel opment, weakness of the body, or deform ity, should cause the rejection of any seamau desiring to snip. No seaman will be examined for tbe purpose of giving such certificate except in the presence of a United States Ship ping Commissioner, or the master, owner or agent of the vessel on which the seaman is expected to be emplryed, and examin- tions will only be made at the Marine Hospital Office. The rejection of a seaman at one exam ination shall not debar him from subee. aequent examination io case he claims that the disease for which he was rei-fcted has disappeared. We understand that the retail grocers of this city will, on and after Monday next, close their placea of business at 7 g clock, thus giving the clerks and em ployes an opportunity for needful recreao tion and amusement. This arrangement is to affect every night except Saturday.at which time the stores will be kept open for the accommodation of customers as usual. tilj Court. 1 Stephen Hannon, colored, was arraign ed for asa-uit and battery upon the per son of Billy Miller, the colored jani'or of the Bauk of New Hatover. Mayor Fish blate imposed a rather heavy fine of $25 an J gave the defendant the alternative of serving thirty days in the City Prison. Tue fine was paid and t;e defendant re leafed, ( R. H Martin, colored, arrested day be fore yesterday for an afiray with Jacob Tdompson, a colored driver ot a btggage wagon, had his cate continued until to morrow. Drake, the limping colored shoemaker from Paddy's Hollow, who has spent to days in a cell awaiting trLl, had judg ment suspended in his case tbis morning and was released. This Morning's Fire. The alarm ot fire was sounded this morning about twenty minutes past 3. It was caused by the burning of a small frame house on Castle, between Fifth ana Sixth streets, occupied hy Mr. Jno. Kiag. Tne fire originated 'on the roof near the chimney. Mr. King succeeded in aaving only one mattress. Tae dames communicated witn an adj 'Urni: g dwelling occupied by Mr. Melton, though the house was not badly damaged Mr. K ug had a very bad dog on his premises who gave Sergeant Davis, of the police force,-much trouble while trying to get to the piazza of the house to awaken the sleeping inmates. He had to fight his way in and tear off a shutter before he coul 1 noiify them of their dan ger. Mr. K s. children narrow y escaped from the burning building. Most of Mr. Melton's furniture, etc., was saved. Mr. K;ng had an insurance of $400 on his furniture, wearing appnrel, etc , in a c ttnpany represented by Messrs. Dc Rjset dc Northrop. Frauk Barr commanding, returned to her moorings at Smithvillf, and put in at this port this morning tc coal up, after a week's cruise along the coast with government officials locating the life saving stations which are soon to be premaoently established as follows: Tbe one on the outer edge of Smith's Island, where it projects in a sharp point seaward about seven miles; from Bald Head Light, is the station fer; Gape Fear. The spot selected will enable the parties who ship the boat for assistance to launch either to the North or the South as the ocoasion may require. The Cape Look out Statbn is located in a similar man ner at a point some two or two and a half miles from Lookout Light House. Lieut Shoemaker, of the U. 8 Marine Serviee located the sites and M. D. Parker, Efq., connected with tho law department ef the Treasury service, examined into the deeds of the land where the stations are to be located;. General A. M. Barney, special agent of the Treasury department, was one of the party a to, and was making a tour of inspection a: the different Custon Houses, having visited the Custom HouseB at Beaufort and Newbern during the trip.
