The Whitfield house sent up another
delegation yesterday to the .Guard House,
under escort of two polioemen. The
names of the sable-haed individuals are
familiar to the police; one answers to the
Dame of Jane Hine? and the other moves
about under the soubriquet of Tilly Hall.

this one, but the last is the title name
under which she has appeared before the
Mayor recently . I j '
A low, wretched white woman, by the
name of Mary Anderson, was among the
number arrested, and they all three await
the decision of the City Court to-morrow

Postal cards spoiled in printing or
otherwise, which have never been Hsed,
wdl be redeemed at any postoffice in
stamps, stamped envelopes or new postal
caids, at the rate of four cents for every
five cards, in whatever quantities present
ed. Under the old law postal cards spoiled
could not be redeemed .
Proprietors of hotels, officers of clubs,
etc , should not hold j unclaimed letters
longer than ten days, except at the request
of the person addressed. Tney should be
returned to the postoffice as soon as it is
evident that they will not be chimed.
j Samples of merchandise are fourth class
matter, subject to postage at the rate of
one cent for each eunce or fraction there
of, when wrapped bo as to admit exami
nation.! Such samples may have tickets
or tags applied with name, width of goods,
etc-, printed thereon without subjecting
the package to any higher rate of pos

This is quite an important change, and
one that will be of great advantage to our
dry goods business men, with whom the
plan of sending out samples of goods has
become poj uiar. '
The Postmaster General has ordered
that an actual daily count be made in all
the postoffices of the United States from
the 1st to the 7th of November of all let
ters, packages, postal cards, &o. , deposi
ted for transmission in the U. S. mails, i

The planetary interest of the month
concentrates on tbe tnovemeLts of tbe
brilliant trio Jupiter,Saturn, and Mars.
During the larger portion of the month
they will enjoy almost sole possession of
the shining field,! but as its close draws
near, a formidable rival will enter the
lists. The peerless harvest moon will
dim their bright beams, as approaching
the full she shines each night with in
creasing luster. Jupiter is evening star
and reigns supreme among the glittering
hosts that on moonless nights make the
sky tremulous with brightness. He has
passed his opposition with the sun; and
during the first ' part of M the month,
was arrayed in his most brilliant tints,
assuming the regal air that befits the
mythic .father , of gods and men. He
rises now about sunset; on the la&t day of
the month he will rise at half-past 4.

therefore, in excellent position for ob
servation during tbe who'e
month, though, travelkg away from us,
he wiil soon how a perceptible diminu
tion in size and brilliancy. He is now a
superb object as he comes darting above
the eastern horizon in the twilight and

On the 23rd a great epoch occurs in her
history, for she comes into inferior conjunc
tion with the sun, and reappearing on his
western side as morning star. On the
last of the month she rises about 5-cO, a
ha f hour bt fore tbe sun, and sharp-eyed
observers may get a glance at her as she
first takes tangible form in her new role.
Saturn is ranked; among the morning
stars, though he rises now about 7; at the
end of the month be will rise a few min
utes after 6. Mars is morning star acd

rapidly assuming proportions that will
make him tbe observed of all observers.
He will rise on the last of tbe month at
8 o'clock. Mercury j is morning star, rising
on the last at Jo: 30. He reached his grea test
western elongation'on the 9th, and was
then in oco of the four favorable positions
for morning observation that occur dar
ing the year.

Death of a Venerable Citizen of
