The Fire this Morning:.
At about 2:30 o'clock this morning, an
alarm was sounded indica'ing a fire in the
First District. It proved to be an unoccu
pied one-story frame dwelling house on
Eighth, between Swann and Nixon
streets, aud was the property of John Mur
ray, colored. The house had been occupied
until within a few days previous, but; the
tenant had moved , and no fire had been
abo it the premises since that time. It
wr s undoubtedly the work of ah incendi
ary,! and ttu0USu tne fire department was
quickly on hand, the house was totally
consumed. The building was worth abou1
$200 , upon which there wes an insurance
for $150 with Messrs. Dei.osset & Noi
tbrop's agency. j

A Great Discovery.
We were shown this morninff, at the
office of Capt James F. Post, the new
disinfectant, the disc very of Dr. D. m
Buie, and were shown some of its work
ings upon various; articles. ' The sub
stance is a wine colored liquid, and is
represented as being perfectly harmless
and free from any deleterious compound
It is claimed that it is a most perfect dis
infectant, and we saw several articUscon
sisting of flesh and fish which were trat
ed by it while In a far advanced stage of
decomposition, from which there was not
a partie'e of unpleasant nor unwholesome
odor. The inventor claims that it will
also entirely remove all bugs, insects and
vermin from any rooms in which it may
be used, and as it is almost entirely odor
less ittelf, we should think it would prove
of incalculable worth to the community.
Samples of the discovery have been sent
to the most promit.eut scientific men
throughout the country, so that there is a
reasonable prospectlthat its claims for effi
cacy ill be abundantly tested. We are
nfurmed that the! Health Officers of this
city and county have used this disinfect
ant with entire satisfaction Irs use will

Commercial Posfage- l
There seems to be a gocd deal of mis
apprehecsion with reference to the re
cently eDacted law of the posteffice de
partment allowing "printed commercial
paper filled out in writing" to be sent as
third class matter. The, difficulty is in
making the distinction between commer
cial paper, partly written and partly
printed, the written matter of which is in
the nature of personal correspen.ler.ee, and
that which is not.
In a recent explanatory letter the de
partment says: "What meaning is to
be given to the clause is apparent) when
the language of the whole section is con
sidered, and when full force is given to
the I word 'printed preceding 'commer
cial.' The department defines the
in tout to be, to permit partly prided
commercial papers in ordinary use amoDg
business men to be . regarded ! as
third class matter. Papers which are .
constantly pausing in the commercial?
community for business purposes,' the
blanks of which when filled, do not
a ter their character as papers in genera
use. J Whenever there 6hall be a depar
ture from this rule, there must be a
departure from the rato. j WT6rds which,
when Eot in the form used as the ap
propriate rilling of blants, bdt outside it
unless simply a condensed statement- ,o
some matter in itself within the rates, as
a brief statement of some fact ojr facts
contained in a bill of lading) make the
paper special or individual, and subject to
the rate for personal! correspondence. It
must be observed in' this connection that
partly printed commercial papers, which
are in themselves, or become the represn
tutive of a monetary value, jare always
subject to the rate for matter of the' first
class." i !
