Yesterday's Raleigh Observer says: Gov J arris has appointed as commissioners under the ad providing tor the adjustment of that port ion of the State debt which is a lien upon her stock in the North Carolina Koad, the following gentlemen: Hon. George Davis, of Wilmington, Montford McGehee, of Persou, and Donald J3ain,et Wake. We commend the Governor for these appointments. The nmes of the commissioners guarantee a careful and honest discharge of the duties devolving upon, them under the law. We hope they will accept. - The bonds to be retired are quoted in the last number of the fnuncial Chron icle at 1.06 coupons on, and at 8G with coupons off. The new North Carolina 4 per cents were quoted at 58 to C2. Is would seem therefore that unless the lieu upon the stock, proposed to be given to the new bonds, shall add very largely to their market value, the commissiouen will hava considerable difficulty in comiog to terms of adjustment with the bond holders, who in this case have as much control as the State had in settliug the unsecured debt. HARD PAN. An English banker, Mr. Newmarcb, who baa been bringing Tooke's History of Prices down to date, has re ached the conclusion that prices are now lower, than at any time since 1850, baviDg very near ly fallen to the figures of twenty-nine jean ago. From 1850 to 1864, New march finds that pricej increased 72 per eent.; since then they have fallen ofl, and stood in December, 1878, only 4 per cent above the point at which tbey started Thi return of current prices to their orig inal level has taken place in spite of an enormous increase in the circulating med ium of civilized countries. The produc tion of the precious metals since 1850 amounts to $4,500 000,000, and the vol ume of paper money in England, France, Germany and the United States, has risen from $375,000,000 to $1,473,000, 000, facts which must make it extremely doubtful whether prices are as much aff acted by the state of the currency as has been supposed. OFFICIAL. STEALING. It might: naturally be presumed that eveu if the subordinate officials and employees of the government did dip their hands - into the public treasury without authority of law, whenever op portunity offered, those high up in official position, upon 'whom is conferred .he re sponsibility of chiefs and heads of depart ments, would keep themselves clear of suspicion of engaging in the works of public plunder. But such is not the fact. , The most impudent and barefaced thieves in the employ of the government are among : those who are highest in official position, and upon whom is placed the gravest' responsibility. With the flimsiest and most gszuy pretense of official necessity, they plunder thousands of dollars from the public funds for their own ptxsonal advantage. It is truly astonishing to what an extent such whole sale robberies are being carried on. If one of those high officials wishes to have a pleasure trip, be makes "official busi ness a pretext for a raid upon the Treas ury to pay his expenses. To illustrate: Last year John N. Tyner, First Assis tant Postmaster General, took his family and one or two subordinates in the Post office Department, to the Paris Exposi tion, at a cost to the government of about $10,000. The plea upon which he drew this money was a so-called internation al postal convention, but if theie was any such con ventien . held we are noue the Wiser, for no report of its proceedings baa ever been made by Mr. Tyner, and there la none on file in the Dep utm-at. At a later date the same high official, accompanied by the Third Assistant Post master General and bis family, made a trip to the Pacific coast, ostensibly to look fjfter improvement in the postpl serrto. but in reality for p'easure and recreation. For this expensive picnic the Treasury was bled to the tune of $6,000.
