It is a question upon which the people of North Carolina, the rightful I sovereigns of the land, and the real owBers of the property to be disposed of, have not been' consulted, and will uot'be allowed a voice in the matter. Great stress is laid upon the fact that an appropriation has to be made every year for the purchase of iron. 2d. That it costs too much to maintain the 500 convicts that work npon the road. ' Sd. That tha Interest which the State has to pay on tha guaranteed bonds will be saved by the Syndicate's agreeing to protect that Interest.
