Lokdox, Jan. 9, 1882The Berlin mornine papers cautiously ' discuss the Imperial Rescript, which is regarded as tulnlling the threat ot an impending con flict in the Reiehstsg, conveyed ia re cent articles in Berlin , semi-official lor gans and in the Vienna Political Cor respondence. The Voss?8scke Zeitung says "A conflict can now hardly be avoided. - May the nation support its representatives in their efforts, to pro tect our constitution." 'lhe Notional Zeitung believes the Rescript was not called for by the recent debates in the Reichstag, the object of which was only to prevent the person of the Emperor front being drawn into the discussion. It says there is every reason to deprecate a conflict. The liberals would j deplore such conflict without, (however, being deterred from pursuing the objects which they have in view, as the present state of things is not their fault. The arti cle concludes: ''The fidelity of the Prus sian people to the constitution will again outlive the conflict, and the rest of Ger many will not fail to follow the exam ple." The YolkszZeit ung considers the Rescript the forerunner ot a shortly im pending crisis. The Tageblatt regrets the unpleasant position created for offi cials by the Rescript, which it.believes is destined to produce much sorrow and trouble. A despatch to the Standard from Berlin eays: "Since the Parlia mentary conflict twenty years ago so .deep and universal a sensation has never oeen created as oy me rescript aaaressea to the Prussian Ministry. The gravity of the situation is patent, to everybody. The influential press of Vienna con demns the Emperor William's decree. The News' despatch from Paris says: .
