A vast liquida tion has been going on, and it seemed many a ticuc as if bottom prices had been reached and a reaction might occur. Money has been bogiog at phenomenally low rates, but without inducing speculation, as is generally the case. The public were schooled to be cautious, and in general business a hand to moa h policy was adopted, present needs only being provided for. In this there was no materid for a panic, yet the street was yesterday se verely shaken. The causes were of a special charac ter. The circumstances attending the pricking of the Grant-Ward-Fish bub ble revealed a situation that, taken in connection with previous occurrences, such as the Kccne tailure, gavca severe shock to the market and to the general public. Had this been all. no further a . a tl disturbance mtcni nave occurred. iui the trouble in the Second National Dank, whxh followed so rapidly upon the other, promptly met though it was. served to Intensify the feeling of dis trust. Rumor now ruled the day, and when the banks, to protect themselves and their depositors, very properly re fused to certify checks above deposits, such refusal was interpreted as a 'iu of weakness, and then cxagceraliou proceeded to do its work. Every report that was set on foot was eagerly sei.cd upon, and as tho failures wcrcauuounc ed a veritable panic1 followed. The credit of tho strongest banks in the city 'was questioned a? readily as that ot the weaker or closed institutions. Uodcr this pressure money .rose to two and three pr cent, per diem. Fortunately there was a large conser vative clement that did not lose cou confidence, aud before night a much easier condition intervened. The banks determined to stand by ooo another, as they did in 1873, and as this decision will allow the Metropolitan Hank to again open iu doors, it did much to restore a better feeling. Thero may be and doubtless will be. more failures and suspensions, but wj do not see that there Is any, rtaSon for a widei pread alarm. While other cities felt tho effects of the distuibance. there was nothing akin to the excitement that ruled here. The caws of the panic did net reach London till after the Stock Exchange hoars, but the effects noted in our cable despatches wero greater than wer justified by circumstances. Tho Secre tary of tho Treasury took prompt measures to relieve, to the extent of his power, the strained situation, and this will exert no mean influence in rcstor Ing confidence. Unfortunate they have been. The recent developments -have shown a startling weakness in our banking system, and it will be strange if they do not resalt la tome radical changes In methods. Conducted largely upon credit, as business Is to-day, there is the highest need of strict honesty. Bnks are necessary adjuncts to trade, and ahoald be above suspicion. lf bank oGclals are to dabble in stocks, eater firms of stock brokers, bolster up questionable enterprises or pension th family opoa the institution, there is room for distrust;- a opportunity is given for reasonable donbts, however st s on g the institution may be, or how ever trusted the officials- There should be a wholesome absence! of such con nections, as the recent occurrences show how far complications may arise without forcing discover. Tho city banks are proverbial for their strength aud safety, and the few exceptions that have come to light ought not to throw discredit upon all.
