XevYork Times: "Tha Hank of New York National Banking Asoci.i tloa plajetl a part In the recent finan cial troabla ia Wall street which is not generally known. It occurred to tne B&nixcmeat o! the bank that, at a time when reputable firms were unable to borrow money on Government - bondi at from 1 to 21 per cent, per diem it was time something should be done. Accordingly the bar.k notified its customers that It bad money to lend, and in the short space of one hour it lent the som ol $1,000,000 only to its customers, thus he'pioc materially to Improrethc aspect of affairs. It U pretty well known tint but for thi prompt action ou the part ol this bank the Stock. Excbango would have been compelled to close It Is said la New York on cood authority that no longer than a year aco the bank examiner found things connected with the management of the Marine National Bank of New York which be did not like, and that .in the report which was made to the bank directors bejwarnctl them aeainst the character of some ot the business .which was being done through the exo entire officers of the bank. It is added that banking men regarded his warn ing as directed against President Fish. This is a mild way of ad a itling that the bank examiner was long since really aware of. the rotten c edition o' the bank, yet made do si ;n to that qnarUr which had pov;r to protect the public English bicyclists and tricyclistspros. pose to bare a cycling path oi their own all the way from London to Brigh ton under a special Act of Parliament. The track, will be forty-five miles Ion?, starting a few miles outside of Ixmdon and running to Brighton, and will be eighteen feet wide, paved with asphalt, and of easy gradient. It is estimated to cost an average o! 7,000 per mile, or 315.000 in all. The Brighton to London road is the favorite one for South-country cyclistt, hundreds of wheelmen going and returning within the day during the season. It is isti mated that a five-sbilliog fee would be Ttr? readily paid by 300 cyclists a day daringeight months of the year for excursion tickets from Imlon to Brighton and back, besides hundreds of smaller fees for Intermediate distances The Masons of Philadelphia hae at last been enabled to make good their claim that theirs was the mother .city ot Freemasonry in America, and thus set 'at n&t the plea of Massachusetts for priority. Tb ledger book of St. .ohnj Lodge, kept by Benjamin Franklin and giving a list ot members from Jmie 21. 1731, to Rune 24, 1738. a stiff vellum volume, all in Franklin's own handwriting, is sow in tho library of the Philadelphia Historical Society, having been present ed to it by George T. Ingham, of Salem, N. J., who received it from a descendant of David Hall, who was Frankin's partner In the printing business. It is well preserved and bears on its face its evidence as an original record. It is the oldest Masonic lodge book by far in America. The oldest existing lodge record book previously known in Penn sylvania dates back only to 1767. and the oldest lodge record book in Massa coaxeUr thai of SL John's Lodge. Bos ton, was complied and written in 1751-2. and records events only from 1733, when Masonry was establisncd in Massachu setts. The discsvercd record antedates . it two years. The foundation for tho pedestal and statue of Liberty is completed, and rises twenty feet above the old ramparts i oa Bedloe's Island. N. Y. It was formally inspected last week by officers and members of the executive com mlltee, under the. guidance of Gen Charles P. Stone, engineer in charge The foundation stands m the mtddlo of the old fort. Gen. Stone says it will last longer than tfia Pyramids. It is sunk 15 feet and 8 inches below the surface ot the ground, and rises 52 feet and 10 inches above. It is 31 feet square at the bottom and 67 at the top. From the top the mountains ot Pennsyl vania can be seen. The pedestal is to rise 117 feet above this, and the statue (157 feet) Is to cap the mass, making a height from low water to the top of the torch of 333 feel. "The great problem , said Gea. Stone, "is to guard against the whole mass, with 4.000 square feet of surface, toppling over into the harbor before the strong winds. Four , large Iron bars will be cemented Into the base and pedestal, and will connect with the steel works which are to rapport thert Utat. It will be as im morable as the hills." Two anchor ages pass through the base of the foundation at right angles, and a shaft . for the stairways runs up the centre. Elevators will run through the pedestal and the statue. Holes through the foundation have been left for lightning conductors. Work will be immediate ly begun on the pedestal. The shrinkage in the value of stocks since July. IBS1, to March of this year is computed at $l.200,C00.0i:0. The Chicago Tribune calculates that tho Iamb3 the trneana most unconvertible Bourbons have added $300,000,000 to the above figures. Tbs jargon of the ilaj calls this "shrinkage." but our Western contemporary well sajs that "llie substantialities behind these quo tations, which are called values, aro still all in the country. Tho rails, the cars, tho locomotive, the depots, the office furniture, the palatini special cars o'fthe Presidents and Directors aro all fortunately still here. Until tho inevita ble foreclosures cmie of many of thcru as conic Vcy will; and tivsUcale the watered slorks and bonds that have been put ou: against the real things there are &ti.l as many pieces of paper as ever to be jshuttlc-cockcd through the gambling markets as representatives of the property in quef tion. What has changed is the chalk marks on the bucket-shop black boante the figures ou the stock brokers' books, the entries cf the imaginary wealth on the private memorandums of tho men who throw these paper values back and forth at each other and make themselves believe that they were get ting rich and ware making money.' " The Tribune adds: There is a class even higher than these direct offenders which i3 begin ning to feel the heat of public scorn turned on tbcm for lending their names as directors and associates to men like Gould. They knew his record from his connection with Fisk down to tho confidence game by which lie unloaded Wabash on the English and Amer ican public, but because they thought ho could help them to make money they gave him the use of their names for decoys for further deprecia tions. The New York Times has tho boldness openly to name some ot these men whoa tho pnbiic thought it c .uld trust, but, wno have given Gould their active and direct association, and have thus enabled him to overeach the public. Such men as Robert Jenox Kennedy. J. Picrpont Morgan. David D.i'ws. Charles Francis Adams. Jr., Alonzoll. Council, 11. G. Marquand. and J. L. Ames must bn set down as "the indorsers ot Gould's drafts on the I lusting pubiic." By doing so they have placed themselves in a position where they will shrink in a manner which they will find exceedingly un pleasant. The Augusta Chronicle wisely says that our people had bctcr take a saving !s?mi trom.this Wall street explosion. Ixt them avoid all Northern traps fjr their spoliation, whether located in New York or Chicago. There is a greater issue at the bouth than tue Uriff reform in morals that obliterates gambling What tho tariff is supposed to tikis from us is a mere bagatelle to what wo have voluntarily contributed to Eastern and Western swindlers o tho Stock. Cottouand Grain Exchanges The nresumcd poverty of the boutn is not caused by the tariff, but by whole sale and disastrous gambling.
