(., n hnnott fTlTTCneV. tOT DUfitV ID WUHtlnn. and ior integrity and uc nnitsi Ut In all denartments of the rovernment; and it accepts anew tbe Saty of leading in tho work of progress and reform. t t . , V lament tho death of President Garfield, whose sound statemanship, lonr conipicooQS in Congress, give Ua ol a strong and successful ad minislration, and the promise was fully realized daring the snort penou 01 nis offlco as President of the United State ?, lit riutlnraishcd success iu war and in peace have endeared him to the hearts Iolha administration of President Arthur we recognize a wife, conser raUver and patriotic policy, under which the country has been blessed with remarkable prosperity; and we btlieve his eminent services arc entitled to and will receive the hesrty approv al of every ritaen. U Is the first duty of a good govern ment to protect the rights and promote the interests of Its own people. The largest diversity of industry is tbe most productive of general prosperity and of tbe comfort and independence ot the people. We therefore dumand that tbe imposition of duties on foreign imports baa bo made, not for revenue only, but that, la raising the requisite revenues for tbe government, such duties shall bo so levied as to afford security to our diversified industries, and protection to tbe righu and wages of tbo laborer, to the end that active ami intelligent labor, as well as capital . may have its just re ward, and the laboring .man his lull share in the national prosperity. Against the so-called economical system ot the Democratic party, which would degrade our labor to tho foreign standard, we enter oar earnest protest. Tho Demo cratic party has failed completely to relieve the people of the burden ol tax ation. The Republican party pledges itself to correct tho inequalities of tbe tariff, and to reduce the surplus, not by the Yicious and indiscriminate process of horizontal reduction, but by such methods as will relievo tho tax payer without injuring the laborer or tho great producUvo interests ot the coun try. We recognize the Importance ofiheep husbandry in the United States, tbo se rious depression which it is now expe riencing, and the danger threatening its future prosperity, and we thereloro re spect tho demands of tho representa tives ot this important agricaltural in terest for a readjustment of tbe duty npon lorelgn wooU In order that such industry shall have lull and adequato protection. ' We have always rocomraended tbe beat money known to tho civilized world, and we urge that an cflort bo made to unite all commercial nations In the establishment of an international standard, which shall fix for all tbe relative ttatoa of gold and silver coin age. The regulation of commerce with foreign nations and between tbe Stales is one of the most important preroga tive of the General Government, and the Republican party distinctly an nounces its purpose to support such legislation as will fully and effectually carey out the constitutional power of Congress over inter-Stale commerce. Tbe principle of public regulation of railway -corporatiocs is a wise and atutory one. for the protection of all classes ot people, and we favor legisla tion that shall prevent nnjust discrimi nation and cxessive charges for trans portation, and that thill prove to the people and to the railways alike, the lair and equal protection of the laws. We favor the establishment ot a National Bureau of Iabor. the enforce ment of the eight-hour law, and a wise an judicious system ot general educa tion by an adequate appropriation from the National revenues wherever the tame is needed. We believe that everywhere the pro tection due to citizens of American birth must be secured to citizens of American adoption, and we favor the settlement of international differences by international arbitration The Republican . party, having iu birth la the destruction cd slave labor, to the end that all mea may be free andequal.is unalterably opposed to placing our worklngmen in competition with any form of servile labor, whether at home or abroad. In this spirit we denoonce the importation of contract labor, whether from Europe or Asia, aa an offence against tho spirit of American institutions; and we pledge ourselves to sustain the preient law restricting Chinese immigration, and to provide sach farther legislation as ia necessary to carry oat its purpose. The reform of the civil service, aas- Dleionslv beiran under ReDublicnn ad ministration, should bo complete! by the further extension of tho reform sys tem already established by law to all flradc of service to which it is applica ble. Tho spirit and purpose of reform should be obf erred m all or the execu tive appointments, and all laws at va riance with the.ob.'ecu of the existing reform legislation should be repealed. m the mil lhat tho dancers of treo in stitution which lurk in the power of r.fn.-Mnl natronnro mav bo wisely and f!W-tuiIir avoided. That the people of the United States, in t heir organized capac- ty, constitute a nation aud not a mere confederacy of States. Tbo National iiovernment is supreme within the sphere of iu national duty, but ihe States have restored rights which should be faithfully maintained. Eaoh should be guarded with jealous care, so that tbe harmony ol our system ot gov ernment may be preserved and the Union kept inviolable. Tbclperpctuity of our institutions rests upon tbe maintenance or a f reo ballot, an honest count and correc- returns. We denounce tho fraud and violence racticcd by iho Democrats in the Southern State3. by which the will of ho voters is defeated, as dangerous to the preservation of free institutions and solemnly arraign the Democratic party as being the guilty recipient of tne fruits of such fraud anl violence. H e extend to tho Republicans of tbo South, regardless of their former party affiliations, our cordial sympathy, and pledge to them our most earnest efforts to promote the passage of such legisla lion as will secure to every citizen, of whatever raco or color, tbe full and complete recognition, possession and exercise of all civil and political rights.
