The Essential Alcana' for its Im provement and Preservation Thorough IJralhage ami Pure AVater the imt Import ant Elements. v The writer cf this has no object in view but the sanitary good of the com munity in which he live?, and with that only as an e xcuse lor troubling ihe citi zens of Wilmington with a short dis cussion upon tic best means of restor in" the usual good health and main tafninz it of the city, re will give the result of the observations of himself and others upon this subject. First, then, lie would advise the or ganization ot" a "Public Health Asso ciation1' as a means of improvement. It may surprise those acquainted with the very high and healthy location of the city of Newport, R. J., to know that it became necessary to organize such an association there before the people were able to obtain such sani tary improvements as they deemed ne cessary for the improvement and future preservation of the public health. Those desirous of examining this subject are referred to the Report to the National Board of Health by Dr Horatio R. Storer, of Newport, R. I., for 1878. Other reports on southern cities, Mem phis, Mobile, &c, are also referred to, but I have selected a northern city es pecially, as presumed to be more free from malarial diseases than those in southern semi-tropical locations. The first means I have recommended was a public health association. Second, a thorough system of drainage. The system of thorough drainage here recommended includes a system ot sewerage bv which not inly tire sur face water is rapidly removed from the streets, but to which every lot owner and householder can and should con vey a pipe from his yard, by means of which all liquid offal is removed and carried to running water and there rendered harmless. Most of the South ern cities of L'0,000 or more inhabitants have adopted some compulsory system of drainage and garbage removal by which its citizens 2tt3 protected from the dangers of disctfsrs. such as typhoid fever now prevailing here to a greater degree than known before, and from diphtheria, to -which we ' are liable from the poisoning of the .air by want, of proper sanitary drainage. Net thinking that Wil mington is very unhealthy, but that its aiitary condition could be so mater ially inproved by sairtary drainage at a comparatively small cost, as to ren der typhoid fever and diptheria of rao? occurrence. The plan of drainage desired would consist in taking the water off the street and vacant lots-and carry it into regular running water by which all impure water can be disnosrd ot, and prevent desease from putrid or decom posing matter in stagnant ro'ds. METHOD OF DOING THIS WO UK. This plan will so far remove the rainfall or storm water from the surface that no more overflowing of Market nnd Dock streets will occur. Lots can be drained of water, both filthy . and otherwise, and a vast im provement in the health ot the city will be obtained. .The cost of the main Fewer nin laid will average about one dollar per foot, laid down. The city should pay one half the cost and lot owners the other half, or the city one-third and tho lot owners one-third each, on each side of tho street.' This cost is but trifling when we consider theereatbeneGts to be obtained. A lot of G6 feet front. $22. The Richmond law, or city ordinance, provides that all lot owners who do not pay the assessment on their lots, or who desiro time on it, a tax equal to 8 per cent. on the one-third cost is collected annually until the assessment is paid. This would be $I.76rper annum for the sewer for a 66 lect lot. When shall wo have so cheap a, sys tem and one so efficient for good health established here?
