Pilots will bring all ve sels frcra Ports south
of Cape Fear to the Quarantine anchorage;
also, all vessels which have had any kind o
sickness on board during ths passage or on
arrival, and will cause a xihal to be eet in the
main rigging on the port side, as soon as pos
sible after crossing the Bar.
No vessel must leave the Quarantine anchor
age, or allow any person, steamer or tug boat,
lighter, or boat of any kind to go along si e,
unless by written authority from the Quaran
tine Physician; and every vessel must be an
ehored as far to the eastward of the channel 1
as is consistent with safety.
Regulations governing vessels while in Quar
antine may be had on application at the oCice
f the Quarantine Physician at Smlthrllle
Applications for permits to visit vessels in
Quarantine must be made to Dr. Thomas F.
Wood or Dr. teoL G. Thomas, and perm't so

Tho most important action taken was
the adoption of a resolution providing
'for the putting into effect by all trades
aiA branches of labor of the eight-hoar
lawocrMay 1, 1S56, throughout the
United Stales and Canada." The res.
olutin met with some opposidoa on
the ground that it was too soon to pass
such a resolution, because most of the
laborers of the country were not mem
bers, of trades-unions, and could not be
relied upon to stand by the movement.
This reasouing, however, did. not ap
prove itself to the judgment of the con,
ventioo, and the resolution was passed
by a heavy majority. The convention
also passed a resolution protesting
against the President's neglect ia no
appointing a commissioner of labor1
statistics under the recent Act of Con
gress, Another resolution, which was
considered and referred to the" com
mittee on resolutions, provides ."lor the
establishment , cf a labor exchange,
under the direction of labor unions, ia
every important city in the country, to
fill the pace ol the intelligence offices."

priations," the Republican phrase for

taxes, an enormous surplus such as the
Republicans have for years forced from
the people's peckets. and a "lively"
time for speculators and jobbers.
