It is a rare thing for the presiding offl eer to call a quorum to order and frequently not more than a half a dozen Senators are present. Sena tors generally admit that it is a re proach to the body to thus ignore the only ueligious service in connec tion with the proeeedinus, andnum erous uu iet efforts have been made to effect a reform. This recalls the fact, says the Star, that in the last Conirress Senator ii oar oliereu a resolution to require the presence of a quorum at the prayer, Imt the second div after he himself failed to appear in time. When the prayer had been delivered Mr. Hoar enter ed the chamber, wearing somewhat of an air of embarrassment. His .delinquency was observed, and the resolution became a dead letter. This ignoring of the prayer has grown to Ce a habit of the Senate. When Judge Davis, of Illinois, was President pro tempore he entered the chamber with the chaplain one dav and the only Senator visible was Mr. Butler, of South Carolina. Judge Davis did not pause an In-, stant, but with all the solemnity and gravity usually observed by him on such, occasions, he gave a stroke with his gravel and said: 4iThe Senator from South . Caro lina will come to order." j The summons was treated as aj jest by the galleries and the pages on the floor, but it was not so in tended. The presiding officer took that method of rebuking the Senate and of having his rebuke go into the Record. . There is a desire among some, of the Senators to procure prompt at tendance, and the subject has been talked about to some extent. There are Senators who hold that it would bebetter to dolaway with the prayer altogether than to treat this relig ious formula with such apparent disrespect. But, of course, no pro position to dispense with :the chap Iain would be seriously considered, and the question is how to prevail tigon senators to be on hand in time for the prayer.
