ceeds of ''captured aud abandoned
property," taken for the most part
immediately after the war. as the
property of those who had refugeed
from districts of country threatened
by the enemy. A good deal of it
was taken from this city during the
Spring of lSW. A special from Wash

treasury on account of the sales of

It is hardly necessary to say that
the Supreme Court long since deci-

the owners of such property to the

but legislation is required to distri
bute the fund, because the limita
tion of two years from and after the
close of the war in which claimants
were required to prefer their claims
has long since expired, and there is
now no means provided by law by
which the claimants of the fund can
enforce their rights.
Whether the measure can be pass
ed at this time is a question of great
doubt with the majority of the com
mittee who support it, particularly
as a Presidential campaign, with its
bloody-shirt issues, is imminent. In
deed, three Republicans on the com
mittee havtt already announced with
a flourish that the claimants "were
in fact in arms against the Govern
ment from which tliev now demand
'jntiee.'". The isne"vill be made,
Were all wise enough to heed this advice in
season, a world of suffering would be avoided.
