Among the petitions presented and referred was one signed by seventy-three citizens of Atlanta, Go., protesting against legislation to brand or tax reflaed lard, and statjng their belief that cotton seed oil and beef fat are aj wholesome and valuable foods as leaf lard for swine. The resolution reported yesterday by Mr. Plumb, from the Committee on Public Lands, instructing that committee to inquire into the alle gations made by Mr. Call, on the 2oor of the 8enate, ns to illegal and fraudulent conveyances of public lands In Florida, was taken up. The Senate then resumed the con sideration of the Senate bill, discus sed yesterday, to forfeit certain lands heretofore granted, for the purpose of aiding iu the construc tion of railroads. Debate on pend ing amendments ceased at two o'clock, without the bill having made any progress, when the Sen ate resumed consideration of the bill for the admission of South Pa le a to as a State and the organization HOUSE OF REPRESENTATIVES. Mr. McCreary, of Kentucky, sub mitted the conference report upon the bill authorizing the President to arrange a conference between the United States and the South and - Central American Republics, llayti, San Domingo and the Empire of . Hraxil. The report was agreed to. The Senate amendments to the Paris Exposition bill were non-concurred In, and a conference ordered. Mr. Belmont introduced a bill to Crohibit the coming of Chines lu orers into the United States. Re ferred. The floor was then accorded to the Committee on Iabor. and the House resumed consideration of the bill to establish the Department of Labor. The bill was passed. The next bill culled up was that to create boards of arbitration for the settlement of controversies ahd dif ferences between inter-State com mon carriers and their employes, and it was considered In Committee of the Whole. Mr. O'Neill briefly explained the frovh3ons of the measure, stating t was substantially the same bill which passed the last Congress, but at too fate a day to receive Presi dential approval. The ouly differ ence was that the pendiug bill pro vided for special boards of arbitra tion, to be appointed bv the Presi dent, to inquire Jnto tfie causes of strikes, and report to Congress.
