The official returns of the active
militia of the Dominion show that
they number 38,000 men, which is a
slight increase over the strength of
the previous yejir. It appears, how
ever, from the official report that
only 20,000 of tho number", or little
more than half, were authorized to
drill during the year, the itppropria"
tion for this purpose being about a
quarter of a million dollars, or about
one-fifth of thetotal ordinary annual
cost of the militia, exclusive of ex
tra service like that which was in
curred in nuttinir down Kiel s re
bellion. It is also to be observed
that Canada does not maintain a
regular army, although besides the
British garrisons she has some use
ful military schools. The year's
drilling of the militia now extends
through twelve days, and this pe
riod may hereafter be increased. It.
would appear that the Dominion
militia is in rathera better condition
of efficiency than is sometimes sup
posed. . .
The use of paper fabric for build
ing purposes by the term paper be
ing meant broad I' a flexible sheet
made of vegetable or other fibre,
which has been reduced to a pulp,
anil then pressed out anil spread and
dried is now advocated by some
builders on the following grounds:
First, continuity of surface that is
it can be made in rolls of almost any
width ami length, is flexible or by
gluing several layers together may
be made stiff, and will stop the pas
sage of air because there are no
joints; second, it has no grain like
wood and will not split; third, it is
not affected by change of tempera
ture, and thus has an advantage
over sheet metal as roofing material;
fourth, whereas in its natural condi
tion it is affected by moisture, it
may be rendered waterproof by sat
urating with asphalt, or by a varie
ty of other methods; fifth, it is non
resonant and well fitted to prevent
the passage of sound; sixth, it is a
non-conductor of heat, and cau also
be made of incombustible material,
like asbestos, or rendered fire-resist-iug
by chemical treatment. The
combination of paper with other
substances and solidifying the inas8
by pressure, renders practicable the
production of a material capable of
replacing wood for many purposes;
and not least among its character-i
istics of adaptability is the ease with
which It may be made into sheets of
any width and thickness, that will
not warp or shrink from heat, cold
or dampness.
