Mr. Beck offered' as an amendment to the House tariff bill, an additional sec tion, suspending until further order ol uongress au laws. relating to tne sinking fund, and had it referred to the Committee on-Finance. , . Mr. Beck also introduced a bill to reneal all laws relating to the sink ing fund, and-asked that it lie on ihA 'Khla nntll'na'oniilil fioo 1X7 MOT 'would become of his amendment to the tariff bill. After some discussion the bill was read a . first and second time, and laid on the table.. The Senate then, on motion f Mr. Call, proceeded to the consideration of the joint resolution appropriating $200,000 to suppress infection in the interstate commerce of the United States.' Discussion on the epidemic joint ; resolution was continued at much length. The committee substitute was amended in several particulars ' and adopted, and the bill passed. It now reads: That in addition to the unexpended balance of the fund heretofore appropriated, the sum of two hundred thousand dollars is hereby appropriated to be imiue diately available, to be expended in the - discretion of the President ofi the United States in aid of State or municipal boards of health,or other wise, by such means as he shall deem best, to prevent the introduc tion of cholera or yellow fever into the United States from foreign coun tries, or into one State or Territory from another, or into the District of Columbia, from any State or Terri tory or into any State or Territorv from said District." . m - T . As it passed the House it provided for three unar inored cruisers and one armored cruiser. The Senate had stricken out the provision for the armored cruiser, and in lieu thereof provided for three gunboats. The House con ferees had been anxious to obtain the armored cruiser, while the Sen ate conferees had insisted upon gun boats. The conference committee had determined to provide for bo'th. 'After a brief discussion the confer ence report was agreed to without division. . , "' The House then ' went into Cora xnittee of the Whole on the Defi ciency Appropriation bill. " J Mr. Burns, of Missouri, offered an amendment appropriating' $562,483 to meet the deficiency for the inland transportation of mails on railroad routes, i Agreed to. , Mr. Butterworth, of Ohio, asked unanimous ' consent to offer an amendment appropriatirg $10,000 for the benefit of the widow of the late Chief Justice Waite. Mr. McMillen, of Tennessee, ob jected: ' :. Mr. Burns then raised the point of order upon the first paragraph of the French spoliation claim section. The point was -that although the House had directed the items to be reported in the bill, that action had been taken before the rules, were adopted, and that consequently by the adoption of rules forbidding the attachment of legislation to appro priation bills, the former order was revoked.
