We will learn a good deal, after awhile, on a subject as to which the large majority ot the American peo ple are now profoundly ignorant to-wit:" our relations with Canada. The following is from the New York Star-. Many facts are coming. to light that go to show how much more ef fective will be the " retaliation sug gested by the President than that authorized by existing law.- Here is one of them.- "The Canadians export large quan tities of . fish to the West Indies. Cuba imposes a duty of fifty-six cents per quintal on Canadian fish, but ' admits fish from the United States free. -Before the existing difficulties began Canadians evaded the Cuban duty by shipping" their fish by way of New York, the Uni ted States at that time admitting Canadian Gsh free of duty. Since January', 188G, because of the termination by President Arthur of "the Treaty of Washington,", the United States has again collected duties on Canadian' fish, and the Canadians fell back on their claims under. the treaty of 1818; but they proposed, at the same time, to con tinue the enjoyment of privileges not granted them by that treaty, but allowed them through the cour tesy of the United States. They, therefore, shipped fish in bond to New Yprk for export, and thus es caped the American duty, and, since their fish was shipped from New York, they were admitted to Cuba free, as American fish. This was rendered possible through the legis- lation permuting vjanaaa to trans - i port goods in bond through the United States without any interfer ence from our customs officers. : -The existing retaliation bill does not withdraw this privilege, but the legislation asked for by President Cleveland would put an immediate stop to this practice and prevent the Canadians from obtaining by a trick the advantages belonging to people in the United States by vir tue of a provision in our treaty with Spain. The London Eftiiu Pasha relief committee has ' now learned that Major Barttelot, with three other whites and a large force of natives, started from Yambuga early in June with supplies for Stan ley, and was well on his way. No doubt the succor of Emiri and Stan ley is to be luade the occasion for annexation and commercial enter prises by competing nations; but it is natural that these more selfish in terests should also be served while prosecuting the disinterested quest.
