street? The matter was referred to
the City Engineer by the Board o

time ago. This street is a neces
sity."
Dr. Potter's Report. -Dr.
F. W. Potter, Superintendent
of Health, submitted his monthly
report to the Board of Aldermen
last night. "&is," hesays, "a very
gratifying exhibit as compared with
any previous Septe'mber," as fol
lows: September 1888, 33 deaths;
1887, 35; 188G, 38; 1885, 35; 1884, 30.
The total for the past month includes
one killed and four still-born, lea v.
ine: the number of deaths from. dis.
ease, 28 4 white and 24 colored
Dr. Potter adds: "I think from the
above we may be encouraged to
prosecute the work of cleaning up
and disinfecting. As regards dig
ging up weeds, &c, I would suggest
a thorough cleaning up in .that di
rection in the Spring of the year, as
has been urged by our best physi
cians and sanitarians."

met in convention yesterday at Bur-

County Treasurer Hewlett submit
ted his monthly report, showing a

tional fund, $12,020.12.
County Register Sampson submit
ted report, showing receipts from
marriage licenses for the month

A. Ft Lucas was granted license to
sell malt liquors in the county from
September 1st to January 1st, 1889.
It was ordered, that the polling
place for the second district of the
First Ward be changed from Fourth
and Brunswick streets to the engine
house near the corner of Sixth and

The Sanitary Committee reported
work in their department during
the past month as fairly well done
and that sanitation is as good as
can reasonably be expected. They
recommend that the Board of Audit
and Finance (in view of the neces
sitv for a system of sewerage) be
requested to reconsider their action
in declining to make an appropra
tion to meet initiative steps to this
end. The report was, on motion
adopted.
The report of the Chief of the Fire
Department, giving an account of
tests of water pressure at hydrants,
was read. Tests were made on the
28th of September, at five different
points, using fifty feet hose and one
inch nozzle at each place, with the
following result: At Fourth and
Church streets, height of stream
90 feet; Sixth and Orange, 80 feet;
Fifth and Market, 95 feet; Sixth and
Chestnut, 85 feet; Seventh and Mul
berry, 90 feet. The committee rec
ommended an extension of 90 days
time to tbe Water Works Company,
in addition to ' the ninety days al
ready allowed, to pat down larger
mains. Lost.
The Market Committee reported
the rental of stalls, etc., in the mar
ket houses, and that all parties
renting had complied with the terms
except two for the rent of the two
most desirable stalls in Front street
market. This matter, however, it is
expected will be adjusted in a few
days. The committee reports total
receipts from rents, etc., for the past
year, $4,295.74.
The petitition of C. V. MeClam
my.and G. G. Aman, to be relieved
of rent of store in Front street mar
ket, was referred to the Market Com
mittee. Petition of Shjloh Baptist Church
for a sidewalk and lamp on Walnut
and McRae streets, was referred to
Committee on Streets and Wharves.
On motion of Alderman Dudley the
policemen whose pay was docked on
account of being quarantined six
days in August by the Board of
Health were allowed pay for the
time, the Board of Audit and Fi
nance concurring.
Alderman Fishblate stated that in
the case of police office Bornemann
the majority of the Committee on
Police differed with the Mayor, the
other member of the committee,
who desirod ihe dismissal of the offi
cer for dereliction of duty and being
found asleep 4tt his .post, and after
thorough investigation thought a
fine of five dollars and a severe rep
rimand sufficient.

, Shot his Sweetheart.
At about 10 o'clock this morning
Missouri Bowden, aged 22 years, a
colored girl living in an . alley "be.
ween Front and Second and
Wooster and Dawson streets, was

shot in the street near there by a
colored man bv the name of Charles
Bryant, 21 years of age. The man
was engaged to be married fto the
jirl and it is supposed' that Jealousy
was the cause. The shot was from
a 32 calibre pistol, and it struck her
just in rear of the left-w breast. and
ranged upwards. Three shots were
fired, the last only ' taking effect.
The wound is not considered as
necessarily fatal and she" may re
cover. As vet she lias oeeii unable
to tell the cause of the" shooting,
aithough she. has endeavored to do
so. Bryant escaped and has not
yet been captured.

The Board of Audit and Finance
met yesterday afternoon in regular
monthly session.
The unfinished business an ordi
nance adopted by the Board of
Aldermen imposing- a tax of $25 per
month on ticket scalpers was taken
up.- Alderman Fishblate, whoHwas
present, requested to be allowed to
address the Board, and "did so,
earnestly urging the approval of
the ordinance. He said that he did
hot appear as a member of the
Board of Aldermen to urge favorable
action in the matter, but as a rep
resentative of the business men and
a member of the committee appoint
ed for the purpose at a meeting held
a short time ago at the Orton. Busi
ness men had felt the effects of the
railroads withdrawing their excur
sion rate tickets, and they had been
assured by . the railroad officials
that these low rate tickets would be
again placed on sale if the ordinance
taxing ticket scalpers was adopted,
and he thought that the entire busi
ness interests of the city would suf
fer if this was not done.
The Clerk read replies to a circu
lar letter sent out by direction of
the chairman of the Board, in re
gard to the tax imposed In other
cities "on ticket brokers, showing
that the tax ,was $10 per annum in
Richmond, VaM, $50 per annum in
Charleston, S. C, $25 in Savannah,
Ga., and $3G0 per annum in Colum
bians. C.
The chairman asked the pleasure
of the Board in the matter, when
Mr. H. 11. Kasprowicz entered and
asked to be heard. He claimed that
it was a fight of the railroads against
the ticket brokers of the city. So
far as excursion tickets were con-

them: it was the through ticket
