Mr. Car negie and his associates will be glad, of course, to see prices ad vanced abroad by a foreign Ring, for higher foreign prices will give the Ring in this country a larger margin for the enhancement of For example, the Ring prices here. here raised the price to $40 last yean under the shelter of a tariff" duty of $17. If the price of rails in England should be made $5 or $10 higher than it was last, year it would be possible for the Ring in this country to make its price even higher than $40 with out suffering from importations, provided that there should be an in ternational agreement forbidding the sale of English, rails in the Uni ted States below the Ring price abroad, not including the duty. Mr. Charles M. Beach, one of the largest manusacturers of Hartford, Conn., says that Mr. Blaine and his party are away behind the age, and that they are unable to catch up with the procession. Mr. Beach, in a long interview with the New York Herald, shows in a very striking way. that the best interests of Con necticut, and of the whole country, demand a revision of the tariff. He says that every interest of the peo ple will be benefited by the passage of the -Mills bill. Asa manufacturer, he wants the bill to become a law so that he can sell his wares all over the world. In this connection he says: "The tendency of the Mills bill would be to . correct this, as it would lighten the taxes on our in dustries, increase the home market for farm products and enable us to export more manufactured goods. We should pay a larger portion of our exchanges with the products of brain work, skilled labor arid 111a-j chinery. "Connecticut exports Wa terbury watches, laoip fixtures, silver-plated ware, clocks, carriages! to some extent, and many large and ' small tools, the products of inven tive genius. The cost of ajl these is much enhanced by the high duties on materials, and they do not bring one cent'inore inconsequence of the tariff. If the import taxes on these materials were removed, or greatly reduced, this export business could be greatly increased, and we sliould also get an increased home market for farm products." .
