Mr. Harrison was chosen President by a minority of the people. Third, to make the term of Representatives in Congress three instead of two years. This proposi tion is likely to meet 'with a good deal of opposition. The advantage claimed for a two years' term is that the will tf the people can thereby be better enforced through their Representatives. Fourth, the sess ions of Congress r begin in January instead of December." The New York Times savs: "The first public j observations of Presidents-elect after their election are apt to be taken as the 'keynotes' of their administration. Gen. Harrison made at a meeting of his Grand Ar my Post in I Indianapolis on New Years Day some remarks tha,t were reported, and that it is fair to as -sume were considered beforehand. If any significance is to be attached to these his personal 'keynote' is the solid South, j 'The only menace he said, to our institutions and to the nernetuitv of our" Government, the suppression of a free and fair ballot. He would like to hear a bujrle call throughout the land de manding a pure ballot. A free bal lot, honestly expressed and fairly counted, is the main safeguard of our institutions, and its suppression under any circumstances cannot be tolerated.'" The New York I Vorld'x earnestly advocating the imposition of an in come tax in that State. In course of its argument in favor of this new departure the World says: "A tax upon incomes of .$10,000 and over, graded according to the amount, would reach those only who are well able to pay. A tax upon a smali merchant's or a mechanic's home or upon a farm is often a 'levy on one to whom the payment is a real hard ship. By placing (he burden of tax ation upon real estate the rent and living expenses of the poor are im perceptibly but surely increased out of all proportion to the protection which they receive from the -State or to their ability to pay. A tax upon large incomes is; justified by the protection which the holders of great fortunes receive from the laws. It is no more "inquisitorial" than is a tax upon personal property or a tariff upon imported dutiable arti cles." - j Henry Laboucbere, in his last let ter to the New York World from London, treats of an important so cial question in the following cold hearted way: "There are over a million girls in'England who are not remedy this state of things I would suggest that the girls should be al lowed to propose in fact, that the courting and proposing should henceforward be a business apper taining equally to both sexes. .-.There are a number of young men who are shy. They have a vague and gen eral idea of i marrying, yet cannot screw up their courage to the stick ing point. These, were the road to matrimony made easy to them, would succumb. If, in addition to this, parents would have the sense to leave to their daughters the same amount as toj their sons, and 'would let their intentions in.this respect be known, they would speedily t reduce the number of girls at present con r'emned to single life.!?
