With all the energy of Secretary Whitney he I ma been un able to have a single vessel ready at the riaie agreed, and some of them have been very greatly delayed. The postponements' in tbe case of the Roach cruisers are also well remem bered. All this has nov come' to be taken almost jas a' matter of course. Indeed, it is not strange, in view of the lack of experience of our coun try, until of late, in the art of build ing modern ships' of war, coupled with the habit of. making almost everv new vessel an advance on its predecessors of the same type, so that there is always anj element of uncertainty as to the time required for it. The chief lesson to be drawn is that those-who are counting on the vessels that have been author - i ized, as if they were already ''avail able for war1,'' are reckoning nn wisely. Boulanger knows, but won't tell. i , . . . , The American Wool Reporter re cently published the results of an inquiry Concerning farm mortgages in one county of Nebraska. This in vestigation was made ' by a gentle man connected witli that journal who "believes in the merits of the Western farm mortgage business," but cannot commend the course pur sued irr the county under examina tion. He procured a complete re cord of all the. mortgages in force in Phelps county, Neb., on December 1st, 1883. It appears that while the" number of farms in the coiintv, at the'beginnicg of the year 1888, was 1,459. the number of mortgages on December lst was 2.051. The as sessed value of the land was $590,542, and the total amount of the mort gages was $lt0jl,929. it should be stated that the valuation of land for assessment is low. The connty was organized in 1873. 'I have selected Phelps county," says the gentleman who collected the statistics, and who seems to be deeply interested in the Western farm mortgage business', "as one of the best possible illustra tions of the extent to which those Western farms are mortgaged in the early stages cf their development." It does not appear, however, that the condition of the remainder of the State is fairly represented by the mortgages in this county.
