Georgia's new capitol at Atlanta is nearly ready for occupancy, and the Legislature, which meets July 1st, will hold its sessions in it. The cost of the building was about one million dollars, and it. is conceded to be one of the handsomest and most commodious State capitols in the country. With the exception of $33, 900 expended for stone in Indiana. nearly all the material was furnish-1 ed from Georgia, the marble costing $46,500. In all nearly $700,000 was spent in Georgia, including $400,000 for labor and superintendence. Pasteur is hard at work studying the diphtheria microbe. He claims to have discovered the germ and is now working to find its anti dote. In an interview with the Paris corresxondent of the New York World, he says: lkWe have found the deadly germ, but we have not as yet secured a prophylactic for its cure or prevention. My confrersare now at work solving the problem, and from their success so far in the original field of research I have but little doubt that the inoculating fluid will soon be forthcoming. We have the virus bottled and corked. We can give diphtheria to any number of rabbits and dogs and kill them as effectually as though they had caught it first hand in the regular course of events. I have not, how ever, succeeded yet in attenuating the virus, arid so cannot innocu-late-" It is forty years since a new ex- ecutive department of the Govern nient was created. The State De partment and other departments of the Government in 1848 had become overburdened with public business. The result of the war with Mexico was a large acquisition of territory. The discovery of gold in California opened up a new era in emigration to the West, and the land question was becoming a very important one. The business of the Patent Office was also increasing. The details of the census, the care of the Indians pension and bounty matters were multiplying details. All these were grouped under the new department, and the Act making it the Interior Department was approved March 3d, 1849. Naturally agricultural mat ters aggregated under the Secretary of tle Interior until 1862, when Con gress created a department of agri culture, independent entirely of the Interior Department, but made its head only a commissioner. The new department which is now to take a part of the burdens of the interior under its care will be known as thed Centennial Department of the Gov ernment. One hundred years ago the State, Treasury, War, Postofflce and Attorney General's office were created by Act of Congress, and these five Cabinet positions were filled that vear by President Wash" i ington. The Navy Department did not begin until 1796. For fifty-two years thereafter these six depart ments had charge of the executive business of the Government, and the new department just now crea ted completes the octette.
