The money needed is pledged by a syndicate of French and German capitalists. The cost of the road is estimated at 3,000,000 a mile, tind the total cost at $25,000, 000. This money was pledged long ago oh condition that a favorable report should be made on the plans by foreign engineers, consisting of Rene -Lefebvre, one of the best known of French .engineers, Henri and Joseph de Montgolfier, of the French iron works of that name, and t Baron Kampfer. An account says: These men came to this coun try last year and spent over a month in examining into plans, contracts, &c. .Their report has lately been made to the syndicate, and it is en tirely satisfactory.so that the tiiooey will be forthcoming as soon as the contractors are ready to begin work. Contracts for the road have been signed, bonds have been furnished, and the only thing wanted now is the favorable decision of the Court of Anneals. Trains are to be run ning in three years. As the result of much study and investigation of the subject, M. Jannsen, the eminent director ot the observatory at Meudon, France, lu:s come to the conclusion that evolu tion may lie applied to the stars as well as to -terrestrial things that they are not fixed and eternal, but are subject to change-and time,hav ing a beginning, a period of activity, a decline, and an end. By recent advances in the study of celestial physics, especially with the spectro" scope, we are enabled, says Prof. Jannsen, to know something of the actual condition and relative age of some of the stars. It may therefore be assumed that the age of stars, other things being equal, will de pend upon their temperature, and that their temperatures are higher in proportion as their spectra are richer in violet- rays. Again, these investigations show that the major ity of the stars which are visible to the naked eye are white or bluish, and consequently at a high temper ature; but many are yellow or orange, like our sun, showing that they have passed their youth, while others tire from dark orange to dark red, showing that their sidereal evo lution is far advanced. These in teresting views are elaborated at much length by M. Jannsen in L'As tronomie. The trade in firearms, which is now prohibited by decree of the Sultan of Zanzibar, has been a lead' ing source of the troubles in EastJ Africa. The greed of traders made them quite indifferent what purpose the arms were to be applied to. It is doubtful even now whether the announcement of the British consul that he will aid in enforcing this de cree will have much effect. Mean while such is the condition of affjirg on the coast that the expedition of Capt. Wissmann will have to await a better opportunity of starting for the interior. His mission is under taken principally with a view to t German airirraudizement. in the re storation of authority over the lands ciaiuied by the German Bast Afri can Company, and the rebuilding of the score of stations burned by the natives. Yet it may also be consid ered a humane mission, since it will doubtless aim to rescue the whites who are belie ved to have fled into the interior on being cut off from retreat to the coast. It will also re store the agricultural and of her in dustries broken up by the uprising, and will set the caravans in motion again. It is perhaps a necessary preliminary to any serious mission from the Zcinzibai4 coast to find Km in Bey; and this fact, if no other, will enlist sympathy for it.
