In accordance with the announce ment previously made through the press, His Excellency, Governor Fowle, accompanied by his staff, members of his political and domes- tic household and other notable North Carolinians, arrived in the city yesterday at 6 o'clock p. m. en the Southern bound train on the Wilmington & Weldon Railroad. Thft distinguished visitors were Gov. Fowle and his daughter, Miss Helen W. Fowle; Miss Annie E. Satoer waite, Miss Annie Walker, Cols. W H. Williams and J. S. Cunningham, aides-de-camp; S. F. Telfair, private secretary; Gen. James J, Glenn, Adjutant GeneraT;Col. F. H. Came ron, Inspector General; Col. F. A. Olds, Quartermaster General; Col. Hubert Haywood, Surgeon General; Capt. B. Cameron, Assistant Inspec tor General; Capt. Wm. B. Grimes, Assistant Quartermaster General, and Capt. Reid Whitford, Assistant Engineer. Col. T. W. Strange, of the Governor's staff, and Col. W. C. Jones, of the Second Regiment, N. C. S. G., who went to Raleigh to escort the Governor to Wiimingtom were of the party, as were also Col. W. L. DeRosset and Hon. O. P. Meares, who met the distinguished visitors at South Washington. Expectation had been roused and a determination on the part of the ladies and gentlemen of the city to show the distinguished visitors every attention and honor was everywhere apparent, and, although theeven ing was not pleasant, as the time drew near for the arrival of the train, a large throng of ladies and gentlemen assembled at Front street depot to bid cordial welcomed) the Governor and his party. The sev eral committees appointed by our citizens were there, and a committee of ladies, consisting of Mrs. W. A. Bryan and Misses Mary DeRosset, Agnes Daniel, Jessie Kenan and Addie Riddick, were in attendance to bid a hearty welcome to the ladies of the Governor's party. Being all seated in carriages which had been provided for the occasion the party were escorted by the Wilmington Light Infantry and Gerinania Cor net Band to the Orton House. The street was lined the entire distance with people of both sexes and of all ages and colors, who were anxious to get a peep at North Carolina's governor and who were also at tracted by the fine appearance, sol dierly bearing and perfect move ments of our citizen soldiers. The elegant and commodious par lors of the Orton House presented an unusual and even fascinating appearance last night, where the Governor with Miss Helen W. Fowle, Miss Annie E. Satherwaite and Miss Annie Walker, assisted by Miss Annie Meares, Miss Jennie Vernon and Miss Murchison, held a recep tion. The Governor's staff were present in full uniform, and the throng of constantly moving and al ways happy looking visitors, many of them ladies in all the radiant beauty, queenly dignity and inef fable sweetness of North Carolina womanhood, was a pleasing picture to which the United States and State flags, held by privates Hedrick and Ulrich of the Light Infantry, formed a fitting and appropriate back ground. The reception lasted about two hours when the Governor and his party retired to their rooms to seek needed rest. Stedman and a Review reporter, A run of a few minutes brought the party to Wrightsville, where they disembarked and entered car riages that were in readiness to convey them to the proposed en campment grounds and where they soon arrived. By this time the rain was falling rapidly and the wind was blowing qluiost with the vio lence of a gale from the Northeast ward, so that the trip to the grounds was anything but pleasant, yet they all braved the elements, and even the ladies of the party, with a heroism worthy of emulation, nothfc ing daunted by the rough pelting of the rain nor the rude assaults of the turbulent wind, dared the storm with the determination of "woman's will,11 and it really seemed as if the lovely creatures bore the inconven iences and vicissitudes attending such a journey under such unpro1 pitious circumstances as well as their gentlemen escorts. There are two sites at Wrights ville, each containing about sixty acres, cither of which possesses all th requirements for the encamp ment grounds,, and one of which will probably be selected. Both of these sites are on the land of Messrs. H. M, Bowden and Wm. Lark ins, one being about three eighths ofa mile and the other about three fourths of a mile from Wrightsville depot, in a Northeasterly direction. They are desirable locations, pos sessing every facilty and conven ience necessary for encampment purposes. The Governor and his party went over and examined both sites, and will probably determine either to day or to morrow which of the two will be selected. As quick as this important matter is decided the title will be made out and the property will pass from its present owners to the State of North Car olina. It wasapparent that, whichever site was selected, it could not be put in order so as to make it available for this season's encampment, but this difficulty was promptly overcome by the generous offer tendered by Mr. E. S. Latimer, of the use of the grounds occupied for the encamp uient last year and owned jointly by that gentleman and Mrs. H. R. Latimer, so that there can be no reason wny tne encampment tnis year may not be held at Wrights ville. Returning to the depqt, the party again entered, the oars and were conveyed to the Hammocks, where an elegant and tempting lunch was prepared for them at the Island Beach Hotel, and to which they undoubtedly did ample justice. Here we were compelled to leave them and hasten baok to the oity to pre pare our observations of the inci dents of the day for the press, in order that our readers might have te pleasure of perusing them this eVening. To day has been monumentally disagreeable in every particular. Mud, rain and wind have seemed to combine to make the dirtiest kind of weather. It is probably thequi noctial storm, a little in advance of the season. The signal office here reports the amount'of rainfall since 3 p. in, yesterday to be 1.40 inches. The greatest velocity of. wind was at about 2:30 p. m., when itiblew at the rate of 26 miles J per (hour from the Nartheast. We have "no report of the amount of rainfall at South port since yesterday, but the wind there at one time to day blew at the rate of 48 miles per hour and it has been blowing nearly all day at an average rate of 86 miles per hour.
