The Festival Last Night.
The festival given by the ladies of
Fifth Street M. E. Church at the
City Hall last night was largely at
tended arid, the result was in every
way satisfactory. There was some
fine music during the evening and
refreshments were served in profu
sion. The ladies realized about $100

The Vote on Subscription.
The bill to encourage manufac
tures by exempting new industries
from taxation for a term of ten
years, was carried by popular vote
at the election yesterday, receiving
1,822 ,of the 2,307 votes registered.
The vote in detail was as follows:
First Ward Registered vote, 830;
for subscription, '668.
Second Ward Registered vote,
299; for subscription, 226.
Third Ward Registered vote, 349;
for subscription, "276.
Fourth Ward Registered vote,
8,11 ; for subscription, 843.
Fifth Ward Registered vote, 518;
for subscription, 412.
Total registered vote, 3,307; total
vote for subscription, 1,822.
Board of Audit and Finance.
The newly appointed members of
the Board of Audit and Finance
met yesterday at he City Hall
Messrs. Jno. F. Maunder from the
First Ward, Mr. Wm. Caldejr from
the Second, Mr. R. J. Jones from
the Third, Capt. W. f$, Kenan from
the Fourth and Mr. Jno. W. Hewitt
from the Fifth. The oath of office
was administered to each, member
by James W. King, J,
; On motion of Mr. Jones the meet
ing was organised by calling Mr
Calder to the chair.
On taking the chair Mr. Calder
said the business before the meeting
was. first, the election of a perraan
ent chairman and. second, the elec
tion of a clerk:
Capt. Kenan nominated Mr. R. J.
J ones for chairman. No other nom
ination was made and Mr. Jones was
elected chairman.
Mr. Cah'er resigned jhe chair to

Cowan for clerk. A ballot was taken
and Capt. Cowan was declared elect
ed unanimously.

everybody predicted that it would
be. by the reelection of Hon. John J.
Fowler as Mayor of Wilmington for
the t wo years next ensuing.

Mayor and the organization of the
Board, was announced to be held in
the City Court room at noon, but

in front of the desk. Of course
Mayor Fowler, by virtue of his office,
took the chair. The certificates Of
election were read by W. A. Will
sou, city clerk, at the conclusion of
which, John Cowan, J. P., adminis
tered the oath to the Board.
A temporary organization was
then effected by calling Alderman
J. D. Smith, of the Second Y'ird. to
the chair.
Alderman Smith then declared
that the next business before the
meeting was the election of a mayor.
v Alderman Hicks, of the Fourth
Ward, nominated the present in
cumbent, Hon. John J. Fowler, and
was seconded by Alderman Pearsall,
of the Second Ward. No other nom
inations were made.
Aldermen Morton, of the Firs
Ward, and Lossin, of the Fifth
Ward, werer requested to act as tell
ers. The vote resulted as follows: Fow
ler, 7; blank, 3, and the former was
declared elected Mayor of Wilraing
toh for the next two years.
Mayor Fowler then took the chair
made vacant for him by Aldermau
Smith, and acknowledged his thanks
for the honor conferred upon him in
a few appropriate and giaoeful re
marks, after which the oath of office
as Mayor of Wilmington was admin,
istered to him by Mr. John Cowan,
J. P.
CLERK AND TREASURER.
The newly qualified Mayor then
proceeded at once to the completion
of the business which had called
them together, by announcing that
the next thing in order was to elect a
City Clerk and Treasurer, and called
for nominations, at the sametime
naming Aldermen Morton and Lane
as tellers.
AldermenHioks,ina few well chosen
remarks named Mr. William A. Wil
son, the present incumbent, for that
position. The nomination was sec
onped by Alderman Post. No other
name was put in nomination and
when a ballot was taken 10 votes
were cast for Wm. A Willson, and
he was declared elected.
CHIEF OF POLICE.
Tie-election of Chief of Poliee
was n,ext in order, and Alderman
fHicks nominated the present incum
bent, Col. E. D. Hall. The nomina
tion was seconded by Alderman
Craft.
Alderman Lane put W. S. Hewlett
in nomination.
A vote was taken with the follow -ing
result: Hall, 7; Hewlett, 2; blank 1.
STREETS AND, WHARVES.
Alderman, Pearsall nominated the
present incumbent, Mr. W. H.
Sholar, for Superintendent of
Streets and Wharves, and Aldermau
Lossin nominated Mr. John H aar
for the same position. A ballot be-
ing taken Mr. Sholar received 9 j
votes and Mr Haar 1 vote, and the j
former was declared elected.
