Va. He expects to gain a legal residence in that State as a sort of a big Republican scheme to effect a political revolution. The Demo cratic majority has been falling off for several years, and with the help of president Harrison's Admin istra tion and the powerful assistance of Mr. Blaine, who is interested large ly with Elkins in West Virginia mines and railroads, it is expected to Republicanize the State. The scheme comprehends the election of Atkins and Goff as United States Senators under the new regime. They will have a long wait for the seats of Kenna and Faulkner, but they expect to get tliem. West Vir ginia is a State for Democrats to keep, their eyes upon. Mr. Chamberlain, the English Rad ical Unionist, thinks the Unionist Government should soon undertake to propose a substitute for Mr. Glad stone's discarded bills. The plan he favors is a further large extension of the Ashbourne Land Purchase Act -with the consent of all parties. The tenants having been thus eon verted into proprietors, it would be practicable to give Ireland a large measure of local self-government without going to the length o a t Dublin Parliament. Ulster would ?e an administration of its own. aaid the rest of Ireland would be broken up into several separate and distinct administrative areas. The relation of these several Irish States to the United Kingdom would be as much as possible assimilated to the relation ol American States to the Federal Union. The control of the police and judiciary would remain in imperial hand?, and the Acts of the local Legislatures would be sub ject to the veto of the ImperialGov eminent. Of course the army would remain under the control of the Queen, as nations with which Eng land was at war might seize upon an undefended Ireland as a base for attacks upon England and Scot land. Such is a part of Mr. Cham berlain's scheme, but it is enough to show that any Irish home rule bill must bristle with difficulties. . . . The New York Tribune says: "The formation of a trust to control the orange crop of Florida is rapidly as suiuing definite shape. It is pro posed to join one hundred of the largest, houses in this country in a company which will have sufficient capita! to buy the entire crop, and guarantee not only rapid delivery of the fruit in the markets throughout the country, but also insure a uni form quality of the fruit. The com pany will send a representative to Florida about September to inspect the groves and advance not more than To per cent, of the value on three quarters of the estimated crop of each grove as security, for which tliHV will take from the grower an iron-bound contract for delivery of 1 . . , ...
