The suppression of the reprensi ble conduct engaged in by boys of this city of scribbling obscene words and sentences with chalk or other materials on houses and fences is called for. Let the city authorities, school teachers and all good citizens assist in detecting some guilty party in order that an example may be made of him for the benefit of others For Memorinl Iay. At the last meeting of the Indies' Memorial Association Capt. Chas. D. Myers was selected as Chief Mar shal for Memorial Day and Rev. W. S. Creasy was requested to deliver the prayer on that occasion. These gentlemen both signified their ae ceptance. The ladies have not yet given out any information relative to the orator on that occasion but hope to make known the fact in a few days. Shake ! Many of Mayor Fowlers friends called on him at his residence last night, on South Front street, to congratulate him on his election as Mayor of the city for a second term. His Honor had a previous intima tion to this effect and he was there fore prepared for the emergency He "set 'em up" and the popping of champagne corks there for an hour or so was equal to a young fusilade. The congratulations were many and hearty. Sunday School Mass MtMtlug. Mr. William C. The Act establishing the board was passed in 1875 and the first term was from March, 1877, to March, 1879. That it has been of great benefit to the city no one can deny. When the first Board went into office they found a depleted treasury left to them by the Republican Board of Aldermen. And there was not only no money in the treasury but there was a heavy floating debt to meet, while the interest on the city bonds had been defaulted for two pay ments. About the time they as sumed control of affairs, a lot of 8 percent, city bonds were offered at public auction at the head of, the old market house and sold for 63 cents on the dollar. They carried with thein two unpaid coupons. Without these the bonds would prob ably not have sold for more than 60 cents. To-day these same bonds without any past due ooupons, could not be bought for 105. In2l877, when the controljof muni cipal affairs was wrested from-the hands of the Republicans, and the first Board of Audit and Finance was organized, the total debt of the city, bonded and floating, amounted to $634,000. There was no sinking fund at that time, although the law requiring one had been passed ten years previously. The rate of city taxation at that time was $2 on the $100 valuation, in other words, 2 per cent. To day the bonded debt of the city, including $30,000 for new mar kets, is $581,700, and the floating, or iron bridge debt, is $12,547.21, a to tal indebtedness of $594,247.21, while the sinking fund amounts to $87, 234.30. The amounts recently voted as subscriptions to the Cape Fear & Yadkin Valley R. R. and the Wil mington, Onslow & East Carolina R. R. are of course not included in the above. The various Boards of Audit and Finance have been composed as fol lows: 1877 to 1879 Norwood Giles, chair man; W. D. Maho, R. J. Jones, D. G. Worth, Thos W. Player. J. F.
