"Our great need," he said, "is a most extended civil service. This is the only Government where there is a scramble for office undignified, unpatriotic and until the tenure is made secure and the places are fill ed with good men, the President will be overburdened. .Look at Eng land. There is a free Government and there the men who desire to enter the employ of tlieGovernment are tested thoroughly, and, if found competent, are offered every induce ment to stay in the service. Within the lifetime of the generation now being born there will be in this country an army of officials 800,000 strong. Then the civil service will be a necessity, and then the Presi dent will have to be relieved of this drudgery of appointment by heads of departments and bureaus, because no one man will be able to do the work. The reform would not com nience too soon if it were put into operation at once."' The proclamation declaring that the Oklahoma lands will be open to settlement on the 22d of this month has been promptly followed by the appointment of a commission to arrange for the acquisition of full right to certain Cherokee lands, as provided for by Congress. This last is an almost necessary corollary of the other action!, and in the opinion of some people the purchase of the Cherokee lands should have been assured first. But the loner post ponement in regard to Oklahoma had. culminated in a popular impa tience difficult to restrain, and it was thought wise to interpose no mre delay than was absolutely neces sary. As the region now opened, however, is in the heart of the In dian Territory it has become ail the more necessary to arrange for such free access to it and such further purchases as will prevent any dan ger of race conflicts. The acquisi tion of the Cherokee rights, like that of the rights to the old Creek and Seminole lands, is a very important piece of negotiation, probably in volving millions of dollars as well as a peaceful rearrangement of the In dian Territory. Ernest Schilling, whose elopement and marriage to Victoria Morosini three years ago created such a stir in New York City, is now living un der an assumed mune at Stein's Ho tel in Steinberry's, Long Island City. He is known as Ernest Wilson, and is employed as a painter. Schilling makes good wages and is evidently enjoying life. He has joined the Williamsburg Y ac h t Club, p u rch ased a cat boat and takes life easy. He alleges that his reason for drooping his own name was to avoid the tret? toriety which its mention would en fail, although his identity is known to many of those he meets. He denies that he ever entered into any compromise with his wealthy father-in-law, despite the rumor that he had renounced his bride upon the receipt of $3,000. He loves her still as fondly as ever, but doubts that she will ever return to him. She is evidently, in his opinion, being sup ported by her wealthy relatives, as she had only $1,000 in her possession when she left him. No papers in a divorce suit have ever been served upon hiui. .
