Two years ago the Michigan Legislature gave way to the popular craze for double taxation and enacted that the holders of mort gages should be taxed on their hold ing as well as the property repre sented by their loan. The exper ience of these two years in attempt ing to enforce the statute has been so costly and unsatisfactory to the State that the House has just voted by a large'tinajority to repeal the law. It was found that the holder of the mortgage simply pushed up t he rate of interest to cover the tax while the property represented had to bear the double burden. Major Henry Winn, of Shelburne Falls,has been advocating before the present Legislature a return by Massaehus etts to the old system of taxing both substance and shadow in mortgages; claiming that the rate of interest Has not been perceptibly reduced since the change. If he is correct in the claim, it simply, shows how ineffectual was the attempt to reach the mortgages for taxation and in that case his argument must fall. The Illinois Legislature has refused to pass several bills aiming at the taxation of mortgages. . t. - - A hew and curious sect has recent ly grown up in Africa, the Beua Ihiama. or "Sons of Hemp,1' a society of hemp smokers, who, call ing themselves "friends," are bound together by ties of mutual hospi tality. It has had some new light thrown upon it in the account of a journey up the Kasai by Charles Somerville Bateman: "Its initiatory rites are a profound and unfathom able mystery, and wheter to describe it as a secret, brotherhood, a relig ion, or a society for the propagation of licentiousness, I am uncertain. So far as the smoking of Ihianiba (hemp) itselr is concerned, there can be no reasonable doubt but that the Matchioko introduced it primarily for purposes of fraud, since persons under the influence of that poison ous narcotic are temporarily insane, and, therefore, at the mercy of the first: cruel and crafty trader that comes across them.'" Another authority, however, thinks that the 1 society grew out of a political revolution among the Bashilenge people in 1870, when the Progressist party broke down old commercial barriers, and the custom of bhang, or hemp smoking,, was introduced from Zanzibar to become "one of the most baneful Institutions in Central Africa.". The practical expulsion of M. Boulanger from Belgium is a step the consequence of which may be important. Its;howsthat the French Government has not hesitated to assert itself with reference to the enfertainment of a public enemy on its frontier, and that its representa tions have been listened to respect fully. In England the same in fluence cannot be exerted in the same way, because the traditional policy .of the country offers an asylum to all political refugees, from dethroned princes to plotters against the lives of reigning mon archs. But the presence of Boulan ger in London may have serious consequences, although he be left apparently free there. There is yet a strong Anti-English sentiment in France, and" the spectacle of a con spirator against the established government harbored and pro tected by England may turn many French minds more favor -ably toward the home Govern ment. Nor would it be difficult for the French Cabinet to pick a quarrel with England, on the srHaject of Boulanger's conduct that wfrnld have a decided effect on public opion in France. To the English Government the Ex General's pres ence can hardly be anything but a nuisance. They "MeanKusiness."
