The window is transformed into a sem blance of the puzzle, the partitions being low fences, and running about in the passages are four small pigs ornamented with bows of delicately colored ribbons. A little boy in the guise of a farmer endeavors to drive them injto the pen, while the crowd of people watch outside. Just as he succeeds in getting them into the inner ring one or two of them will jump the railings and trot leisurely in the opposite direction, after the customary perverse manner of pigs. No one has ever seen all the gpigs in the pen at once, and the amount of money that has been wagered on those pigs and their juvenile driver would build the Centennial arch and relieve the Johnstown sufferers. Ex Congressman Lagan has writ ten a letter to the Times Democrat in which he throws out some sug gestions as to how the drainage of New Orleans should be done. Mr. Lagan favors a two mill tax for seven years, which would give some $1,680,000, sufficient, he thinks, to assure good drainage. He would do nothing now even for two years allowing the fund to accumulate to $240,000 before beginning work, ad vertising in the meanwhile for plans from the most eminent engineers in Europe and the United States.: The people of New Orleans recently voted down a proposed subscription of $500,000 with which to commence work on an elaborate system of drainage, but the Times-Democrat expresses the hope that Mr. Lagan's suggestion will bring the drainage and anti-drainage people into a conference that will agree to sorae plan for going about the work. The costly experience which the people of New Orleans have had with disease should certainly incline them to adopt all reasonable pre cautionary measures.
