The duties of the J3oard of Public Charities, the members of which were appointed ikst Saturday by Governor Fowle are thus defined by section 2271, chapter 2, volume 2 of the Code: "The Board of Public Charities and the members of the General Assembly shall be ex officio visitors of all insane asylums. George Lucas and James Jones are the names of the two worthy colored men who assisted in the ar rest of the burglar, David Wiggs, on Tuesday morning.
