will be a dfteidedly novel structure.

Serious times are beginning for
foreigners in France. A bill will
probably be passed by the present
labor a further tax of $10 per annum
for every foreign workman they
may employ. According to the Na
tional, the officially recorded num
ber of foreign residents in France is
nt present 1,300,000, but it asserts
that this figure is very much under
the mark, and that in realitv the
foreigners number 2r000.000, a ma
jority of them being artisans. The
workmen and laborers, a consider
ble number of whim work at
lower wages, take the bread out of
the mouths of the native working
population. For instance, it alleges
that out of 180,000 foreigners only
16,735 have an independent income
or live on wages as domestic ser
vants in foreitm families, and it con
cludes that the remainiug 183,000
are so many parasites living on sal
aries which by right belong to na
tives. Already the Prefects are in
structed to warn by means of pos
ters all young men born in France
of foreign parents that they must
present themselves forthwith at the
ltary bureau of their respective

ment ranging from one month to
