During the Grst year of President Harrison's Administration, says the New York Times-Ditvatch the Re publican newspapers and orators have been remarkably silent con cerning changes jn Federal offices. The reason for tlrssilence is quickly found when one undertakes to get at the statistics of chances for the! yearsending March 4, 1886, and March 4, 1800. It is not easy to get at the exact figures, for there ap pears to be a decided inclination to go into details in the Postoffice De partment, where, under the good Mr. Wanamaker, the headman's axe has been swung by anus that never tire. If, however, the records of that department were opened for inspection they would tdiow that, in round nun.bers, 33,000 Democra- tic postmasters wen1 kickci out e- tween Marli 4, 1889, and the same date in l8iX), to make room for as many Reimblicaus,' whose appoint ments did not haye to be confirmed by the Senate. During the same period President Harrison sent to the Senate the nominations of 1,000 Republicans to take the places of an equal number of Presidential post masters. This makes a total of 34,000 chang es in postmasters for the firs; year of the Harrison Administration. The number of messages containing nominations sent by Harrison to the Senate was an even 2,505. Exclud ing the regular Army and Navy promotions and the postmasters there were, approximately, 1,200 nominations for other Federal offi- fprs in tho incfl'fpc n Hint thp I grand total of c hangesinomce-inade larrison's first year in President Hat foots up 35,800, From March 4,1885, to March 4, 1880, covering the first twelve months of Mr. Cleveland's Adminis tration, there were, approximately, 18,700 persons appointed postmas ters at places below the grade of Presidential postoffices. The num ber of nominating' messages sent to the Senate during that time by President Cleveland was 1,862, con taining the nominations in round numbers, of 900 Presidential post masters, making 19,600 changes in postmasters. Omitting Army and Navy promotions, there were also in these messages the nominations of approximately 900 other office holders, making an aggregate of changes during Cleveland's first year of 20,500. Under Mr. Cleveland's Adminis tration the railway mail service was not protected by the civil ser vice laws. During the whole four years of that term just 1,1)99 changes were made in that important branch of the Post Office Department. The railway mail mervlce was brought within ;the civil service rule on MaV 1, 1889, under an order issued before Mr. Cleve land retired, yet between March 4 and July 1st of last year, under Har rison's iJeas of civil service reform, 2,434 changes were made in the rail way mail service, thus making, in five months, 435 more changes in that service under- Harrison than were made in four years under Cleve land. The railway mail service uppoint ments are not included in the coin parative figures given for the first year of the two Administrations. If they had been taken into account, together with the hundreds of changes made in the various execu tive departments, the difference in favor of Mr. Cleveland's Administra tion would have- been very much greater than the 15,300 which the figures show. .
