The Czar and his family had settled down comfor tably at Gatschina with the fnten tiop of staying a month, when early this week telegraphic orders were received to repair the St. Petersburg palace for their receptiou, and the next day the entire court returned unexpectedly to 'the capital. Mr. Randall's Philadelphiadistiict was made for him to represent, and therefore its peculiarities are some what pronounced. Although it gave Cleveland in 1883 a majority of 0,700 the Republican candidate for the State Treasurer last Fall secured there a majority of 2,575. In the present contest between rivals for the succession strong sentiment is developed on both sides of the tariff question, which is the issue of the light for the Demoqratic nomina t ion. Under the circumstances the success of the Cleveland Democrat, Mr. Beck, would be more surprising than that of his competitors. In 1 835 the Chicago Postofflce was a log building at the corner of South Water and Lake streets. The postoffice was on one side of the room and a grocery and a bar on the other. A justice of the peace held court up stairs, one uay a penny dropped from the ceiling of the postoffice to the floor. Two or three fellows rushed for it. The postmas ter, John S. C. Hogan, rushed out and said: "Let it alone; don't touch it. The jury up stairs has flipped for heads or tails to see what shall be done with the man on trial." Sure enough, the next minute the foreman came down a ladder look ing for the penny. o o- Two more ports in China are soon to be opened to British commerce Tchang, situated 1,000 miles up the Yang-tze River, and Chung King, 500 miles further up, at the foot of the rapids. The treaty opening these ports was signed in 1876. In 1888 a steamer was sent from Eng land and placed on, the river, but. the viceroy of the province of which Chung King is capital would not let the steamer proceed. It- has taken nearly two years of negatiations for the removal of this prohibition. In the meantime the steamer has been sold to the Chinese Government, and is to be used on the Yang-tze River as soon as ii is demonstrated that this stream is navigable as high as Chang King and Chinese sieaui ers ply there. British steamers will also be permitted to" trade at these river ports. - Mr. J. J. Richardson, the member of the National Democratic Com mittee for Iowa and the editor of the Davenport Democrat, was re cently on a visit to New York. He is quoted as saying to an interview er that "there is little fear of Iowa returning to the Republican fold, now that her farmers have got their eves opened. The hard struggle was to make them see that high monopolistic protection wasruiuing them. Tue fetich held them enthrall ed for many years, but they have! now emancipated themselves and overturned and broken the idol. The farmers of Iowa are for tariff reform, and they will vote against Republicanism henceforth." Mr. Richardsou says the new Democratic Governor,. Mr. Dois, is giving the State i satisfactory administration. His appointments have been good and pleasing to the farmers and the labor organizations, wjio hold the balance of political power in Iowa.
