It shows, says the; Washington Demo- cial that in voting to admit Idaho under its present constitution the Republican House of Representa tives has given its sanction to a scheme of gerrymandering so gross as to almost transcend belief. The Idaho statesmen have invented a system of cumulative gerrymander ing which allows one. man to vote in three districts at the same election The parties are not very unequally divided in Idalio. Dubois, Republi can delegate at the last election, got 8,151 votes: Hawley, the Democratic candidate, got 6,4.04 votes?,and Buck, .Independent, representing thepeo pie who want a part of Idaho an nexed to Washington, got 1,458. iet the Idaho Senate, under the consti tutional apportionment, would cer" tain 15Republicansand 3 Democrats, and the House would contain 1 Re publicans and 5 Democrats. The method by which this is to be accomplished is certainly unique. The second Senatorial district is to consjst of Kootenai and Latah coun ties, the fourth, of Nez Percea and Latah, and the fifth of Latah alone. The voters of Latah oounty are the same tirue voters in three senator ial Districts. Nez Perces, besides being in the fourth district with Latah, is in the third district with Idaho, so that the voters in Nez Perces are voters in two differen districts. Bingham alone is the tenth district, and with Bear Lake and Oneida constitutes the eleventh district. The same extraordinary arrangement prevails in the Repre sentative districts. Ada county con stitutes tne nrst district, riiuiore is the ninth, and Ada and Elmore are the-second. Kootenai is the twelfth, Latah is the thirteenth, and Koote nai and Latali together are the fourteenth. Logan is the fifteenth district, Bingham is the sixth, Altur- as is the third, and .Bingham, LiOgan and Alturas constitute the twenty sec ond. Idaho is the tenth, NezPerces is the seventeenth, and Idaho and Nez Perces are eleventh. Among the re Ml suits ot tins preposterous arrange ment Mr. Springer points out the following: "There were 8,151 votes cast for the Republican candidate for dele gate in 1888 and 6,404 votes for the Democratic candidate. The 8.151 Republican votes will be represent ed in the Senate by fifteen Senators, one senator lor every 543 Kepubli can votes; and every 2G3 Republican votes will be represented by one Representative. But the 6,404 vo- ers will be represented by only three Senators and five Representa- ives; that is, it will require 2,168 Democrats to elect one Senator and 1,2S0 Democrats to elect one Repre sentative. In Shoshone county. which is Republican, with a popula tion of y, sou, tour members are al owed by this apportionment in the House of Representatives. It has a popula tion of 400 less than Democratic Bear Lake, and yet it has one Rep resentati ve more in the Legislature." Under the Wyoming Constitution the gerrymandering is almost as bad, but it is done in the simple old geo graphical style- the Republicans of Ohio have practiced so long. The Idaho cumulative districting is not resorted to. At the last election of delegate Carey, Republican, got 10, v 451, and Organ, Democrat 7,557 votes. The apportionment job in the Constitution of the proposed State of Wyoming provides for four teen Republicans and two Demo crats in the Senate, and twenty-nine Republicans and four Democrats in the House.
