James H. Hill, whese serious sickness we have recorded and who was brought here froni Richmond two weeks ago, died yesterday af ternoon. He suffered with a severe attack of the grip during the winter and pulmonary troubles ensued, re suiting in his death. Maj. Hill was the son of Col. Joseph Hill, of the.U. S. Army, and was born at Hancock's Barracks, Maine, Oct. 20th, 1834. He graduat -d at West Point in the class of 1853 and was assigned to Capt. Bee's Co., 10th Infantry. He was on duty in Utah in 18il and together with Capt... (afterwards tin. Bee) resigned aud offered his sword to the Confederate States, He was for awhile on (Jen. Bee's staff and first came to Wil mington in the fall of 18i.2, when (jen. Whiting was assigned- to the command of this department. He served throughout the remainder of the war as Chief of Staff and A. A. G. with Gen. Whiting and was with that gallant officer in both of the fights at Fort Fisher. Both were wounded and captured and sent to Governor's Island, in New York harbor, where Gen. Whiting died and was interred in Greenwood Cemetery, at Brooklyn. Maj. Hill recovered and returned to Wilming ton, and first embarked in the mer cantile business but afterwards be came Freight Agent of the W., C. & Ai R. R. On the formation of the Associated Railway system he be came General Baggage Master, a position which he has filled ever since. In 18G3 Maj. Hill was married to Miss Mary McRee Walker, daughter of the late Maj. John Walker, and a sister to Gen. Whiting's wife and thus became the more intimate ly associated with his chief. His wife died last year and left no issue. And what eulogy can be pro nounced over the grave of this gal lant gentleman at all commensurate wth his worth? None wbatever We can only say that he was one of the most courteous, chivalrous gen tlemen" we ever Ivnew; an honorable man, high-toned, pure-minded, sans jeur et sans reproch e. The New Hanover County Demo cratic Convention was held in the Court House at noon to-day. The meeting was organized by calling Mr. John D. Bellamy, Jr., to the chair and requesting Mr. H. L lers to act as secretary. r A committee of five, on creden trals, was on tnotion appointed by the chair. This com. nitee consisted of Messrs. Iredell Meares, H. McL. Green, Frank Meier, C. Schulken and R. E. Heide. The committee reported that all of the townships were represented except (Jape Fear and Federal Point townships. Report adopted. On motion a committee of three, consisting of Messrs. E. G. Parmele, M. Cfonly, Jr., and G. W. Gafford was appointed on permanent organ ization. This committee recom mended Mr. Jno. D. Bellamy, Jr., as chairman', and Mr. H. L. Vollers as secretary. The report was adopted and the convention was declared ready for business. The followingcoiumunication from Col. B. R. Moore was read and or dered spread on the minutes: To the Chairman of the County Con vention: To my friends who have favorably considered my name in connection with the nomination forjudge of the Sixth Judicial District I desire to re turn thanks, and. at the same time to withdraw from the canvass, inas much as I cannot go before the Ju dicial Convention to be held at Kinston, July 9th, with the undivi ded support of my own county. Cronly the following was unanimously adopted: Resolved,- That this convention earnestly recommend to the joint convention of New Hanover and Pender counties Mr. J. D. Bellamy, Jr., as the choice of New Hanover county for the office of Senator in the Legislature of North Carolina from the counties named. A resolution endorsing CoJ. T. W. From the City to the Sea. The wnnrlorrnl nmirre ii j been made in improving the Cape Fear river at and below Wilmington is well illustrated by a statement j prepared by Capt. W. H. Hiiby, the Eugineer officer in charge, which we publish herewith. It shows a depth of at least 10 feet at low water everywhere from the city to the sea and on the bar the depth is 'i eater 1 he rise of tide here i.- 2V feet and on the bar it is 4i feet. Vessels of nearly 19 feet draught can gt over the bar. The first work done on the river and bar after the doe of the war was, we thinK, about the year 1S70. Maj. Walter G lis wold was the first engineer in charge. At that time New Inlet was'the main outlet for coastwise vessels from the North and the idea of closing it had pro bably not entered into any one's calculations. The depth of water on the bar of. botir inlets was then about Ti to feet at low tide, giving from 12 to 12 at high water. . There has been a gain, therefore, in 20 years, of 7 to 8 feet, which is simply a wonderful result. In Capt. Bixby's report he says: The past year's work on the im provement of the (.'ape Fear river at and below Wilmington has given re sults which will be most beneficial to vessels navigating this highway. Opposite the city there is a chan nel from the main river into the North East Cape Fear river every where at least two hundred and sixtv-four feet wide and sixteen feet deep at low water; t hus allowing six teen feet draft up the Isorth East river clear to the railroad bridtre at Hilton. Across the ho:il opposite Kidder'; mill ami Alligator creek, one mil below. Wilmington, at Brunswick river shoals, three miles below Wi mington, at liOg and Big Island shoals, seven miles below Wilming ton, at Lilhput, eleven miles below wumingron, at Aiiunignt snoai, six teen miles below Wilmington, and Keaves' point snoai. nineteen miles belOw Wilmington, the channel has now been completely dredged every where at least two hundred and seventy leet wide ana at least six teen feet deep at low water. At Snow's Marsh, twenty miles below Wilmington, a new cut has been made, about 1,000 feet west cf the old channel, following the natu ral channel of the river through the "Five Fathom Hole'" to the deep water at Southport. This channel is now everywhere two hifndred and thirty three' feet wide and six teen feet deep at low water; it is a single straight cut, only about two thirds as long as the old cut, and will be more easily navigated and more permanent than the old chan nel. During: the next month this new channel will be plainly marked for the use of vessels. For nearly three years the fcuctjon dredge Woodbury has been steadily at work on a new straight channel across the bar. During the past year the old crooked channel has beenabaiidoncdand thenew straight channel has been adopted by all navigation. The new bar channel is steadily growing in width and depth, and is now everywhere at least fifteen feet deep at low water, and two hundred feet widtli of chan nel. The rise of the tide at Wil mington is about two ami a half fret and at the bar is about four and a half feet. Thus there is everywhere a depth of at least sixteen feet at low water from Wilmington to the bar, and at least eighteen feet at high water from Wilmington to the ocean. Dur ing the pastyear vessels drawing over seventeen feet have been load ed at the city wharves aud have passed safely out to sea in a single tide; and vessels of eighteen feet draft might do the fame in calm weather. The pending River and Harbor bill appropriates another $100,000 for this improvement. As soon as this money becomes available, work will at once be commenced on new. already approved projects, for ob taining a depth of at least twenty feet at low water from Wilmington to the ocean.
