It argues that there is no call for them aside from the regular appropriations, and these the Legislature could make provision'for at one session for sev eral years ahead, and then it might adjourn, to come together again only in cae of public emergency and at the call of the Governor of the State. This system, it says, would relieve the people of a vast expense nnd abolish the absurd spectacle of 150 or 1C0 men gettingtogether every year or two whether there is any urgent public business or not to make laws'which the public has not asked for and which, in numbers of cases, are so stupidly drawn np that the consequences are disastrous to people who act tinder them.
