The renppcaraiice of Fmijiau as the Hepublican nominee for Gov ernor hi Texas moves the PliiladeU phia IclcgrapU to tin wont eu flip pancy. It says: The great advo I cate of the spoils system in politics will now And out what he is here forf' If there is aiiythiuff Ieftof him after the noils close in November next. If there remains .enough of Fianlgan to survive till 1892: he will doubtless turn un in the" next Re publican National Convention a iger' personage than ever.j A man who can run for Governor as a Re publican candidate in Texas is sure to be more or less of a curiosity among politicians wherever! he may go t Returns that have been made to Parliament bfibw that there r are in Great Britain "and Ireland 3,800 miles of inland navigation, of which 1,000 miles are on open rivers, leav- 2,800 miles of canals, the greater part of which are jn,Eriglaud. Al though the fallal business lias been greatr'"neglected since railroads have become so m numerous, yet ninny English canals Btill pay large dividends; and at an international eongresson in I a ml navigation, which was recently held in Manchester, there was evidence of a disposition to revive canal activity. The Mau- Chester Ship Canal, which when completed promises to revolution ize the English .cotton trade, is uu- doubtedly a strong factor jln tho new movement. The St. Louis Kepublic uys that tbe Republican press is congratulat ing the farmery on the drought' as if it were not only a blessing j but a hpecial dispensation secured from Providence in the lino of the llepub lican policy of artificial scarcity, in creased want and high prices. It adds: "The farmer who gets more for his ouo hundred bushels of grain becauso his neighbor's crop was dried up will be called on by the Republican party to turn it over to the plutocracy. Whether the crop3 are abundant or a failure the pluto cracy gets the benefit of it j under the absurd and unnatural laws by which Republicanism checks the supply and prevents the free distri bution of the manufactured neces .iries ttnd comforts of .life." I - - - . - j The Chesapeake and Ohio Canal Is for sale to the highest bidder. Un til it was practically destroyed by Hoods a few years ago, this; canal was largely used to transport mer chandise from Cumberland, Md., to Alexandria, Va. Lately this canal has been in the hand of receivers, who have decided that it cannot be repaired except at unreasonable eot, aud could not then beoperated at a profit. Nominally owned by a corporation, but really held by bond holders, their inability to operate it left no resource open but a sate, and to this sale the State and the oorpo- j ration consented. The bondholders! only objected, but the Supreme Court of Maryland has uow ordered the sale subject; to the approval of the Supreme Court of the District of Columbia. Possibly the bank of tho canal may bo used as a railroad bed. ami poriious oi tne canal itself are m9 A m a mm valuable as water-power, but as a caual its days seem ended. j An Irish paper speaks of a touch ing incident at the banquet given In London recently to Mr. Parnell: "For months The O'Gorman Mahon, who was In political warfare when ; Mr. Gladstone was still at Christ!
