Co., asking tor a license to use Front and Surry streets, with its railroad tracks, and also to open Surry street, respectfully report that have given the subject careful consideration, having; given public audieuce to all persons, citizens and property owners, desiring to be heard. Your committee think that any railroad terminating in the city should have communication with the river, and that the city along its entire river front must eventually be given up to trade, commerce and manufacture, una that the public interest requires a liberal policy ou the part of the city respecting its streets in that" portion of the city. towards any railroad company or other business interest requiring it. They,therefore,recommend the pass: age of an ordiniiuce granting the license referred to in the petition substantially according to the dia gram attached thereto, but which shall particularly define the tracks, and providing that it shall cross Dawson street at a point east of Surry. street, if Surry street should be opened through the land of the Wilmington Cotton Mills, and sub jecting the railroad company to such conditions and regulations as the Board may see fit to require. Yonr committee further report that they see no need, growing out of the public necessity or exigency, for opening of Surry street bevoud its roresent limit of improvement for the present. Alderman Smith, the third mem ber of the commilte,: submitted aj minority report, as follows: i As one of the, committee appoint ed by you to look into the advisa bility of granting the petition of the W., O. & B. C. R. R. Co., asking for the privilege of right of way along certiihi .streets of this city, and alsottljut of Messrs. S. & W. H. Northrop and others, I beg leave to say, that I concur in the report made by the majority of the com mittee, except as to granting right of way to the said railroad company along Front street. 1 Recognizing the fact that a railroad is for the public good, I would say that no unnecessary obstacle should be put in their way and therefore recom mend that they be allowed to cross whatever streets between their present location and the proposed one it would be necessary to cross to reach it, but when the, right -of way over property i adjacent , to Front street can be purchased as cheap as they can get it, I do not think that this city is called upon to give any portion of a principal street for railroad purposes, except for crossing, as stated. Alderman Pearsall: moved' the adoptiou of the minority report. The-motion was lost, j and the ma jority refort, as submitted, was adop ted. . The Mayor stated that it was in cumbent on the Ordinance Comma - tee to prepare an ordinance in re gard to th? matter. Col. A. M. Waddell, attorney for the railroad company, said that it was Important that there be no e lay in the matter. The company were ready to go to "work at on e, and if they had to wait until the next regular meeting of the-Board it would be ruinous to their inter ests.
