The plain meaning of this is that New England demands free raw ma terial. The manufactures of that section have grown until they are quite able to take care of them selves. The manufacturers find that protection, equitably distributed, or, distributed with a view to equity as relates to all industries and all sec tions, works more injury than benefit to them. They find the new manu factories of the South, favored by peculiar conditions as to transporta tion, are getting and holding the markets of the Northwest. The home demand is over-supplied, and their only chance for future success is to vary their products and open up foreign trade. " To do this they must have cheap raw materials and cheap labor. The . latter they can manage in 1' their own way, for the labor market of the world is open to them, and they buy where labor can be had cheapest. Al ready the New England factories are filled with French-Canadians; arid if this sort of labor is- riot cheap enough, England will send any num ber of mill hands at short notice. V- In fact our tariff, by preventing the working 'classes of Europe from exchanging their products for our food supplies compels them to bring their labor inside the fence that we have erected, not against them, but against all the work they; do at home. Our policy is to offer a high premium for immigration that is the way we protect labor. We put up the cost of the products that the working people must buy, and. we put down their wages by making them compete directly with all the labor in Europe: Therefore.the de mand for cheap labor in New Eng land is amply met and due provision is made for future contingencies, But the tariff, as it is, makes vari ous raw maferial icost muehHlrat the most successful of.
