In addition to the furtgoing exemp tions, the Sewetaiy of War, under the di rection of tlie President, may exempt or do* tail uuch other persons as he may be Batia- fied ought to be exempted on account of public necessity, and to insure the prodnc- tion of grain and other provisions for the army diid the families of soldiers. lie may, also, grant exemptions or details, on such terms as he may prescribe, to sucii over seers, farmers or planters as he may be aat- isiied will be moro useful to the country in the pursuits of agriculture than in the mili tary service: Provided, that such exemption shall cease whenever the fUrmer, plai^’^er or overeeer shall fail diligently to einjdoy in good faith, his own still, capital and lal>or exclusively in the pr»’dnction of grain and provisions, to be sold to the Government and the families of aoldiers at prices uot exceed ing those fixed at the time for like articles by the Commissionera of the State under the impressment act. 5. The president, treasurer, auditor and superintendent of any railroad company en gaged in transportation for the Government, and such officers and employees thereof aa the president or superintendent shall certify on oath to be indispensable to the efficient operation of said railroad: Provided, that the number of peraous so exempted by this act on any railroad shall not exceed one per son for each mile of such road in actual use for military transportation; aud said exempts shall be reported by name and description, with the names of any who have lefl the employment of said company, or who may cease to be indispensable. 6. That nothing herein contained shall be construed as repealing tho aot approved April the 11th 18«3, entitled an act to ex empt contractors for carrying the mails ol the Confederatd States, and the drivers oi post coaches and hacks, from military ser vice: Provided, that all the exemptions granted under this act shall only continue whilst the persona exempted are actually engaged in their resp(active puraiuts or oo* cupaiioBB. Sec. 11. That the Prosident be, and he is hereby, authorized to grant details, under general rulea and regulations to be issued fpom the War D^artment, either of persons between 45 and 50 years ef age, er from the army in tha field, in all cases where, in his judgmant, jjustice, equity and necessity re quire such aetails, aad he may revoke such orders of details whenever he tfiinks proper: Provided, that the power hesein granted to the President to make details and exemp tions sha;ll not bo construed to authorize the exemption or detail of any contraotor for furniaking sapplies of any kind to tke Goy- erument, by reason ef said contract, unless the head or secretfi.ry of the department ma king such contract shall certify that the per sonal aervicos of suoh contractor are indis pensable to the execution of said contract: Provided further, that when any snch con tractor shall fail, diligent;ly and faithfully, to proceed with the execution of such con tract, his exemption or det&il shall cease. Sec. 13. That in appointing local boards of surgeons for the examination of persons liable to military scrvice, no member com posing the same shall be appointed from the county or enrolling district in which they are required to make such examination.
