The issuo thus forced upon the people was -without prece dent; and after considering the! Bill in all its beariegs, this Committeeideemed it their'duty to have recourse, tothe power iuherent in'orgiiiatJoM of ibis character, and thereupon they issued an Address assigning reasons why the Prohibition Bill should not be; ratified by a vote of the people. This action waa at once denounced aa beyond the authority of the Committee and of qo binding force. .Even if there was hon esty of opinion sand purity of j motive with these who denied the pewer; of; the Committee to issue euch.au , Ad-" dress, this rjucstion.. is no , longer . bateable.
