HELLO THERE, WHICH'PHONE? Raleigh is to Have Two Tele phone Systems, BELL AND INTER-STATES A CHARTER GRANTED TO THE INTER-STATES LAST NIGHT. SOME OPPOSITION TO FRANCHISE The Bell Company Filed a Letter Asking Hut it be Allowed to Give Informaton Before the New Franchise was Granted. The following new ordinance was pro posed and passed l>y the Board of Aider men at their regular monthly meeting held in the Mayor’s office last night: “Be it ordained by the Board of Al dermen of the city of Raleigh, That the Interstate Telephone and Telegraph Company shall have the right to erect and maintain poles and other appliances and fixtures on the streets and alleys oi\ the city and attach wires thereto and run or stretch the same over, along or across the streets and alleys of the eitv, and maintain the same, for the purpose of telephonic or telegraphic communica tion between the parties of said company and others who may he allowed to use its wires and instruments; Provided, nevertheless. That said company shall in erecting and maintaining its poles, wires and other aplpiances and in the conduct of its business conform in all respects to the existing ordinances or any ordinances that may hereafter be adopted by the city, in relation to the fire alarm and police telegraph system or in relation to said Interstate Tele phone and • Telegraph Company, and similar enterprises, and shall conform in all respects to all ordinances of the city now in existence or such as shall be hereafter passed; and, provided further. That the said company shall save the city harmless against any suits for dam age that may he brought against said city for injuries to persons or property by the said company in erecting or main taining its poles and wires or other ap pliances.” The franchise, after some discussion, was granted by a vote of 0 to 2. The Bell Telephone Company’s letter requested that the matter be deferred until some future meeting, when it would be able to submit information of interest to the city and to the Board. Alderman Drewry, in arguing against immediate action, stated that a fran chise of this character was of value and of much importance, and he thought it best to defer action until the matter could lie thoroughly investigated. Alderman Correll saw no reason for delay. —e was ready to vote to give to Raleigh a competing telegraph system. Mr. A. A. Thompson stated that the Interstate company was asking no spe cial privileges. It was merely asking for the privilege of corning into Raleigh on the same basis as other companies, and give to the city a competing telephone service. Alderman Johnson saw no reason for •<aste and favored deferring the matter until some future time. Alderman Correll moved that the franchise be granted. A.uerman Drewry offered as an amend ment that the matter be postponed. The amendment was lost, the vote being a tie, and tin* Mayor voting against post poumeut, Alderman Robinson being present, but not voting. Alderman Drewry then offered an amendment that a bond be required cf S2,fMK), for faithful performance of con tract. Mr. A. A. luompson suggested that the same bond be required of other like companies. Alderman McDonald - moveu that the bond be 25.00 Instead of $2,000. The amendment was lost., as was also the amendment of Alderman Drewry, requiring a bond of $2,000. The vote was then taken, with the re sult as stated. Mr. W. W. Shaw, who is in Raleigh, representing the Interstate company, says that the company will go to work immediately and will have the service in Raleigh ns early as possible. A can vass of the town is now being made. The price for ’phones is $24 and $34 for bus iness and residence ’phones, respectively, this price to be cheapened when there are five or more on one circuit. The In terstate company is also working on a long distance line from Winston via Greensboro. Durham. Italeigh and Golds boro. to Wilmington, which Mr. Shaw says, will soon be completed.
