influence mostly works on an op
pressed people. In 1915 Americans
got control of Haiti and its people,
who numbered about two million
souls in a small country. Every man ,
owned his plot of ground from which
he extracted a livelihood. In order
to give Haitians all the blessed ad
vantages of our “high culture and
civilization,” we destroyed their con- j
stitution and imposed one of our own
making, impelling by special pro
vison therein that corporations might
acquire and hold lands in Haiti, and

all this was done by the moral in
fluence of force of arms. What has
been the outcome? Capitalists have
evicted the natives from their hold
ings and they are now peons and
landless tenants. Wherever this ruth
less perfidy is practiced by strong
powers, peoples lose their manhood,
their courage, and capacity for self
government, and sink deeply into
some sort of economic slavery. Mex
ico is rapidly hastening the same
way,
Outlawry is in the Mexican gov
ernment and not in the people. Were
it otherwise, why has not the gov
ernment been able to so re-organize
its forces as elements of peace and
happiness when one of these revolu
tions end? This is the test question,
and upon it the whole situation
stands or falls. Any one. familiar
with Mexican history will affirm that
Mexico is the victim of a dangerous

The Mexican government 18 years
ago had millions as surplus in its
treasury, today it is absolutely bank- i
rupt. One thing that irritates the
Mexican populace more is, foreign
ers—capitalists or what not—can ap
peal to their governments at home
for protection, while the citizens of
Mexico have no appeal to any one.
How long this terrible condition is
to last depends upon our own gov
ernment. But one thing is sure and
true, our dealings with Mexico and
all other Latin-American states are
regarded by them as highly autocra
tic and arbitrary, rigidly colored with
privilege, and has brought an utter
lack of respect for this, our own gov
eminent.
